2006 Federal Asian Pacific American Council (FAPAC) Meritorious Service Award and Outstanding Civilian Individual Award Nominee Solicitation

This MARADMIN solicits nominations for the 2006 Federal Asian Pacific American Council (FAPAC) awards to be presented at the May 2006 conference in Hawaii. Two awards are available: the Meritorious Service Award for one active duty and one reserve Marine, and the Outstanding Civilian Individual Award for civilian Marines. All Marines regardless of race or ethnicity are eligible, and nomination packages are due by 31 March 2006.

1. THE 2006 FAPAC LEADERSHIP CONFERENCE WILL BE HELD 
FROM 8-12 MAY 2006 AT THE HILTON HAWAIIAN VILLAGE IN HONOLULU, 
HAWAII. FAPAC IS AN INTERAGENCY ORGANIZATION THAT PROMOTES EQUAL 
OPPORTUNITY AND CULTURAL DIVERSITY FOR ASIAN PACIFIC AMERICANS 
WITHIN THE FEDERAL WORKFORCE. AT THE CONFERENCE, THE FAPAC 
MERITORIOUS SERVICE AWARD WILL BE PRESENTED TO ONE ACTIVE DUTY AND 
ONE RESERVE MARINE. 
2. THE PURPOSE OF THE FAPAC MERITORIOUS SERVICE AWARD IS TO 
RECOGNIZE THE MEN AND WOMEN WHO HAVE DISTINGUISHED THEMSELVES IN THE 
WAR ON TERRORISM, WHOSE ACTIVITIES BEST SUPPORT THE IDEAS OF DUTY, 
HONOR, COUNTRY, OR WHO BEST EPITOMIZE THE CORE VALUES AND THE 
CITIZEN-WARRIOR ATTRIBUTES OF THEIR RESPECTIVE MILITARY SERVICE. 
ADDITIONALLY, THE OUTSTANDING MILITARY SERVICE MEMBERS WHO HAVE MADE 
SIGNIFICANT CONTRIBUTIONS TO THE ADVANCEMENT OF ASIAN PACIFIC 
AMERICANS AND THE PROMOTION OF DIVERSITY/EQUAL EMPLOYMENT 
OPPORTUNITY IN THE FEDERAL WORKFORCE AND THE ASIAN PACIFIC AMERICAN 
COMMUNITY SHOULD BE CONSIDERED. THE AWARD CRITERIA ARE AS FOLLOWS: 
A. FOSTERS AN INNOVATIVE AND HARMONIC ENVIRONMENT BETWEEN THE 
MILITARY AND THE ASIAN PACIFIC AMERICAN CIVILIAN COMMUNITY. 
B. ASSISTS THE WORKFORCE IN OVERCOMING DISCRIMINATION AND 
ELIMINATING BARRIERS THAT HINDER EQUAL OPPORTUNITY FOR ASIAN 
PACIFIC AMERICANS AND OTHER MINORITIES IN THE ARMED FORCES. 
C. PROMOTES THE TENETS OF CIVIL/HUMAN RIGHTS, RACE RELATIONS, EQUAL 
OPPORTUNITY, AFFIRMATIVE ACTION, HUMAN RELATIONS, AND PUBLIC SERVICE 
PROGRAMS WITHIN THE ARMED FORCES. 
D. ALLOWS MILITARY MEMBERS TO PARTICIPATE IN PROGRAM ACTIVITIES 
THAT BENEFIT THE CAREER DEVELOPMENT OF ASIAN PACIFIC AMERICANS. 
E. CREATES JOB OR TRAINING OPPORTUNITIES THAT SUPPORT AND 
CONTRIBUTE TO THE ADVANCEMENT OF ASIAN PACIFIC AMERICANS IN THE ARMED 
FORCES. 
F. MANAGES AND PROMOTES A DIVERSIFIED WORKFORCE WITHIN THE MILITARY 
SERVICES. 
G. SERVES ASIAN PACIFIC AMERICANS IN THE COMMUNITY AND THE ARMED 
FORCES BY REACHING OUT AND SUPPORTING CONTINUING EDUCATION PROGRAMS 
THAT SET AN EXAMPLE FOR OTHERS TO FOLLOW. 
H. ENCOURAGES LEADERS TO PROMOTE DIVERSITY/EQUAL OPPORTUNITY 
PROGRAM ACTIVITIES THAT ADVOCATE EQUAL OPPORTUNITY FOR ASIAN PACIFIC 
AMERICANS AND MEMBERS OF THE CIVILIAN AND MILITARY POPULATION. 
3. COMMANDERS ARE ENCOURAGED TO NOMINATE DESERVING MARINES FOR THIS 
AWARD. ALL MARINES, REGARDLESS OF RACE OR ETHNICITY ARE ELIGIBLE.

5. FAPAC IS ALSO SOLICITING NOMINATIONS FOR THE 2006 FAPAC 
OUTSTANDING CIVILIAN INDIVIDUAL AWARDS TO BE PRESENTED TO THREE 
CIVILIANS IN THE FEDERAL WORKFORCE. THE PURPOSE OF THE AWARDS ARE 
TO RECOGNIZE INDIVIDUALS WHO HAVE MADE SIGNIFICANT CONTRIBUTIONS TO 
THE ADVANCEMENT OF ASIAN AMERICANS AND PACIFIC ISLANDERS (AAPI) AND 
THE PROMOTION OF DIVERSITY/EQUAL EMPLOYMENT OPPORTUNITY (EEO) IN THE 
FEDERAL WORKFORCE AND THE AAPI COMMUNITY. CIVILIANS FROM GRADES 
1-15 AND SES ARE ELIGIBLE FOR ALL AWARD CATEGORIES. THE AWARD 
CATEGORIES ARE: 
A. OUTSTANDING INDIVIDUAL LEADERSHIP: INDIVIDUAL WHO HAS SHOWN 
BOLD LEADERSHIP AND INNOVATIVE WAYS IN PROMOTING EEO, AFFIRMATIVE 
ACTION AND DIVERSITY. 
B. EXCELLENCE IN INDIVIDUAL ACHIEVEMENT: INDIVIDUAL WHO HAS SHOWN 
GREATEST CONTRIBUTION TOWARD THE AAPI REPRESENTATION AT ALL LEVELS 
AS COMPARED TO THE TOTAL AAPI POPULATION AS A WHOLE. 
C. DIVERSITY EXCELLENCE: INDIVIDUAL WHO HAS SHOWN A REMARKABLE 
CONTRIBUTION TOWARDS DIVERSITY AGAINST ALL ODDS. 
6. THE AWARD CRITERIA FOR ALL CATEGORIES ARE: 
A. ASSIST THE GOVERNMENT IN RECRUITING, PROMOTING, ESTABLISHING, 
AND MAINTAINING AN EFFECTIVE AND EQUITABLE PARTICIPATION OF AAPI'S 
IN THE WORKFORCE. 
B. PROMOTE RECOGNITION OF AAPI'S COMPETENCIES, OVERALL AWARENESS OF 
THE IMPACT OF AAPI'S CULTURES, CONTRIBUTIONS, WORK ETHICS, AND 
BEHAVIOR RELATED TO THE GOVERNMENT EMPLOYMENT. 
C. PROMOTE, INITIATE AND ENCOURAGE EMPLOYEES TO PARTICIPATE IN 
PROGRAM ACTIVITIES THAT WILL BENEFIT THE CAREER TRAINING, CAREER 
DEVELOPMENT AND ADVANCEMENT OF AAPI'S IN THE WORKFORCE. 
D. PROMOTE A BETTER UNDERSTANDING AMONG AAPI'S AND NON-AAPI'S IN 
THE WORKPLACE AND RESOLVE PROBLEMS OF EQUITY FOR THE AAPIS INCLUDING 
EEO. ESTABLISH AND MAINTAIN CHANNELS OF COMMUNICATION AND GOODWILL 
BETWEEN AAPI'S AND OTHER MEMBERS OF THE WORKFORCE. 
E. ORGANIZE PROGRAM ACTIVITIES THAT ADVOCATE EQUAL OPPORTUNITY FOR 
AAPI'S IN THE FEDERAL GOVERNMENT. 
F. ACHIEVE PERSONAL GOALS IN DISPLAYING EXCEPTIONAL LEADERSHIP 
QUALITIES THAT WILL INSPIRE OTHERS TO FOLLOW. 
G. ADVOCATE FOR CIVIL RIGHTS, DIVERSITY AND EQUAL OPPORTUNITY 
WITHIN THEIR PARTICULAR DEPARTMENT OR AGENCY. 
7. SUPERVISORS ARE ENCOURAGED TO NOMINATE DESERVING CIVILIAN 
MARINES FOR THIS AWARD. ALL CIVILIAN MARINES, REGARDLESS OF RACE OR
