Change 1 to Requirement Update on Official Photographs for Non-Promotion Selection Boards
This MARADMIN updates the requirements for official photographs in Official Military Personnel Files (OMPF) for non-promotion selection boards. The change reflects the Marine Corps' transition from semiannual height/weight measurements to a waist-to-height ratio (WHtR) methodology for body composition evaluations. Photographs must now display whether Marines are "within BC standards," "not within BC standards," "exempt," or "waived" instead of showing specific weight information.

1. This MARADMIN announces changes to reference (a) and (b) in accordance with the Secretary of War's (SECWAR) additional guidance on body composition (BC) evaluations and standards. Except for the changes listed below, all details, instructions, and guidance contained in reference (a) and (b) remain in effect. 2. Background. In accordance with reference (c), the current semiannual height and weight requirement has been replaced with a waist-to-height ratio (WHtR) methodology. The body composition evaluation process consists of WHtR and subsequent body fat evaluation for those who exceed the WHtR. This requires an update to the information displayed on the title board/text box displayed on the OMPF photograph. 3. Administrative Guidance. 3.a. The title board/text box should only display whether the Marine is within BC standards, not within BC standards, they are exempt from BC standards, or they are waived from the Body Composition Program (BCP). 3.b. The following examples are provided: 3.b.1. Standard Format Template: LAST NAME, FIRST NAME, MIDDLE INITIAL(S), NAME SUFFIX RANK, PRIMARY MOS DoD ID WITHIN BC STANDARDS/NOT WITHIN BC STANDARDS/EXEMPT/WAIVED ABBREVIATED BILLET ASSIGNMENT AND UNIT DATE PHOTOGRAPH WAS TAKEN (YYYYMMDD FORMAT) CERTIFICATION BY THE SENIOR LEADERSHIP. 3.b.2. Example for a Marine that meets WHtR or body fat standards. Effective the date of this MARADMIN's release, all new OMPF photographs will have the updated information displayed on the title board/text box. There is no requirement to replace OMPF photographs with weight displayed. All previous OMPF photographs with weight displayed are still current if taken within 365 days prior to a selection board's convene date. 5. This MARADMIN is applicable to the Total Force. 6.
