FY06 U.S. Marine Corps Officer Promotion Selection Boards

This MARADMIN announces the FY06 U.S. Marine Corps Officer Promotion Selection Board schedule for both active and reserve component officers across all grades from Major General to Captain and Chief Warrant Officer. Boards will convene between September 2004 and August 2005. Officers are directed to review their Official Military Personnel Files (OMPF), ensure all required documents including fitness reports and photographs are current, and understand their personal responsibility for record accuracy and completeness prior to board convening dates.

1.  THIS MARADMIN MESSAGE ANNOUNCES THE FY06 U.S.
MARINE CORPS OFFICER PROMOTION SELECTION BOARD SCHEDULE AND PROVIDES
PROMOTION GUIDANCE.  ADDRESSES, POINTS OF CONTACT, E-MAIL ADDRESSES,
AND INTERNET INFORMATION MENTIONED IN THIS MARADMIN MESSAGE ARE
CONTAINED IN PARAGRAPH 11.  ALL OFFICERS ARE DIRECTED TO REVIEW THE
OFFICER FITNESS REPORTING SCHEDULE CONTAINED IN REF A AND PREPARE
ACCORDINGLY.  THE FY06 U.S. MARINE CORPS OFFICER PROMOTION SELECTION

2.  CONTINUATION SELECTION BOARDS.  THE CONVENING OF CONTINUATION 
SELECTION BOARDS WILL BE ANNOUNCED IN THE MARADMIN MESSAGE
ANNOUNCING THE PROMOTION ZONES, AS REQUIRED, BASED ON
SECNAV-APPROVED 
CONTINUATION PLANS FOR THE FISCAL YEAR.  OFFICERS ARE ADVISED THAT 
CONTINUATION BOARDS ARE CONVENED BASED ON NEEDS OF THE MARINE 
CORPS AND SELECTION CRITERIA MAY VARY FROM YEAR TO YEAR.
3.  REF B PROVIDES A LINEAL LIST OF ALL OFFICERS IN THE MARINE 
CORPS.  UPON ANNOUNCEMENT OF THE PROMOTION ZONES, OFFICERS MAY 
DETERMINE THEIR ELIGIBILITY STATUS BY REVIEWING REF B AT THE 
OFFICER PROMOTION HOMEPAGE.  QUESTIONS REGARDING AN OFFICER'S 
STATUS IN REF B SHOULD BE DIRECTED TO THE LINEAL SECTION, THE CMC 
(MMPR-1).
4.  ELIGIBILITY FOR CONSIDERATION FOR PROMOTION:  TIME-IN-GRADE 
(TIG) AND OTHER REQUIREMENTS.
   A.  OFFICERS MAY NOT BE CONSIDERED FOR PROMOTION TO THE NEXT 
HIGHER GRADE IN ANY ZONE UNTIL THE OFFICERS COMPLETE THE PERIOD OF 
SERVICE IN GRADE AS SPECIFIED BELOW.  THE MINIMUM PERIOD OF SERVICE
IN GRADE MAY BE WAIVED BASED ON THE NEEDS OF THE MARINE CORPS TO A
LESSER TIG TO ALLOW OFFICERS ONE OR TWO OPPORTUNITIES FOR
CONSIDERATION IN THE BELOW-ZONE.  THIS WAIVER AUTHORITY IS NOT
APPLICABLE TO CWO PROMOTION BOARDS.  THIS INFORMATION IS PROVIDED IN
AN EFFORT TO PROVIDE OFFICERS AN APPROXIMATE INDICATION OF WHEN THEY
MAY EXPECT TO BE CONSIDERED FOR PROMOTION.  AN OFFICER'S ELIGIBILITY
FOR CONSIDERATION FOR PROMOTION IS DETERMINED AS OF THE DATE THE
BOARD CONVENES.  IF AN OFFICER'S DATE OF RANK IS SUCH THAT HE OR SHE
WILL MEET THE MINIMUM TIG BY THE CONVENING DATE OF HIS OR HER BOARD,
OFFICERS ARE ADVISED TO PREPARE FOR CONSIDERATION AND ENSURE THEY
ALLOW AMPLE TIME TO REVIEW THEIR RECORD PRIOR TO THE CONVENING DATE
OF THE BOARD.  INFORMATION ON PREPARING FOR A PROMOTION BOARD IS

   B.  NINETY-DAY EXCLUSIONARY RULE:  FOR ALL BOARDS, WITH THE 
EXCEPTION OF THE ACTIVE COMPONENT CAPTAIN'S BOARD, THE MARINE 
CORPS WILL REQUEST AUTHORITY FROM THE SECRETARY OF THE NAVY TO 
PRECLUDE FROM CONSIDERATION OFFICERS WITH AN ESTABLISHED 
SEPARATION OR RETIREMENT DATE WITHIN 90 DAYS AFTER THE DATE THE 
BOARD CONVENES.
   C.  ONE-YEAR RULE FOR RESERVE OFFICERS:  RESERVE OFFICERS ARE 
ELIGIBLE FOR CONSIDERATION FOR PROMOTION IF, ON THE CONVENING DATE 
OF THE BOARD, THE OFFICERS HAVE CONTINUOUSLY PERFORMED SERVICE ON 
EITHER THE RESERVE ACTIVE-STATUS LIST (RASL) OR THE ACTIVE-DUTY 
LIST (ADL) (OR A COMBINATION OF BOTH LISTS) FOR A PERIOD OF ONE 
YEAR.  SERVICE ON THE RASL INCLUDES SERVICE IN THE READY RESERVE 
(AR, SMCR, IMA, AND IRR) AND IN AN ACTIVE STATUS OF THE STANDBY
RESERVE.
5.  REQUEST FOR DEFERMENT OF ELIGIBILITY.  DEFERMENT OF 
ELIGIBILITY IS INTENDED TO PROVIDE OFFICERS WHO ENTERED ACTIVE 
DUTY, AND HAVE BEEN PLACED ON THE ADL, AN OPPORTUNITY TO OBTAIN 
ACTIVE-DUTY EXPERIENCE, QUALIFICATIONS, AND SIGNIFICANT EVALUATION 
BEFORE BEING CONSIDERED BY A BOARD.  PER REF C, OFFICERS MUST 
REQUEST DEFERMENT IN WRITING.  THE REQUEST MUST BE RECEIVED PRIOR 
TO THE CONVENING DATE OF THE BOARD.  OFFICERS WHO ARE APPROVED FOR 
DEFERMENT WILL BE CONSIDERED BY A SUBSEQUENT BOARD IN THE SAME ZONE
(IN-ZONE OR ABOVE-ZONE, AS APPLICABLE) THAT THEY WOULD HAVE BEEN
CONSIDERED HAD THEIR ELIGIBILITY NOT BEEN DEFERRED.  SUBMIT REQUESTS
FOR DEFERMENT TO CMC (MMPR-1).
6.  PERSONAL RESPONSIBILITIES.  EACH OFFICER IS PERSONALLY 
RESPONSIBLE TO ENSURE THE ACCURACY AND COMPLETENESS OF HIS OR HER 
OFFICIAL MILITARY PERSONNEL FILE (OMPF) AND MASTER BRIEF SHEET 
(MBS) WITHIN 12 MONTHS OF THE CONVENING DATE OF THE BOARD.  THE 
OMPF AND MBS CAN BE OBTAINED BY FAX, E-MAIL, OR WRITTEN REQUEST TO
THE CMC (MMSB-10).  TO DETERMINE WHAT IS AN APPROPRIATE DOCUMENT FOR 
INCLUSION IN THE OMPF SEE REF D.  IF DEFICIENCIES, MISSING 
INFORMATION, OR UNREADABLE DOCUMENTS ARE PRESENT IN THEIR OMPF OR 
MBS, OFFICERS ARE PERSONALLY RESPONSIBLE FOR CORRECTING THE 
PROBLEM OFFICIALLY WITH THE CMC (MMSB-20).  OFFICERS ARE REMINDED
THAT ANY ADDITIONS OR DELETIONS FROM THEIR OMPF OR MBS WITHIN THE 12-
MONTH WINDOW SHOULD ALSO BE VERIFIED TO ENSURE THE ACCURACY AND 
COMPLETENESS OF THEIR RECORD.  TO ALLOW PROCESSING TIME FOR FILING
IN THE OMPF, ALL OMPF DOCUMENTS, TO INCLUDE DIGITAL PHOTOGRAPHS,
MUST BE FORWARDED/TRANSMITTED AND RECEIVED BY THE CMC (MMSB) AT LEAST
TWO WEEKS PRIOR TO THE CONVENING DATE OF THE BOARD.  AFTER CHECKING
THEIR RECORDS, ACTIVE COMPONENT OFFICERS WHO HAVE SPECIFIC CONCERNS
ABOUT SOME ASPECT OF THEIR RECORD MAY CONTACT THE CAREER COUNSELORS,
THE CMC (MMOA-4) FOR ASSISTANCE.  RESERVE OFFICERS MAY CONTACT THE
RESERVE AFFAIRS CAREER MANAGEMENT TEAM (CMT) FOR ASSISTANCE.
   A.  FITNESS REPORTS.  FOR FITNESS REPORTS TO BECOME PART OF 
THE OMPF, THE FITNESS REPORTS MUST BE SUBMITTED TO THE CMC
(MMSB-30). NOTE ON THE ENVELOPE "CONTAINS FITREP FOR FY06
(APPROPRIATE BOARD) 
SELECTION BOARD."  THE CMC (MMSB-30) WILL DELIVER A COPY OF TIME-
SENSITIVE REPORTS TO THE BOARD AND POST THE ORIGINAL REPORT TO THE 
OMPF.  DUE TO THE LARGE VOLUME OF INCOMING FITNESS REPORTS, IT IS 
IMPERATIVE THAT THE FORWARDING ENVELOPE IS CONSPICUOUSLY MARKED 
"CONTAINS FITREPS FOR FY06 (APPROPRIATE BOARD) SELECTION BOARD."  
FAILURE TO SUBMIT FITNESS REPORTS IN ACCORDANCE WITH FITNESS 
REPORTING TIME-LINES CAUSES THE CMC (MMSB-30) TO BE INUNDATED WITH
LATE FITNESS REPORTS.  IT IS IMPERATIVE THAT THE CMC (MMSB-30) HAVE
AMPLE TIME TO REVIEW ALL FITNESS REPORTS, THEREFORE, COMMANDING
OFFICERS MUST ENSURE THAT ALL FITNESS REPORT TIME-LINES NOTED IN REF
A ARE MET.  ELIGIBLE OFFICERS SHOULD CONTACT THE CMC (MMSB-30) BEFORE
SUBMITTING A FITNESS REPORT AS UPDATE MATERIAL.
       (1) DATE GAPS MUST BE CORRECTED IAW CHAPTER 8 AND APPENDIX 
I OF REF E OR CHAPTER 8 AND APPENDIX H AND I OF REF F, AS 
APPLICABLE.  IF MISSING REPORTS ARE LESS THAN 1 YEAR OLD, A 
RECONSTRUCTED ORIGINAL IS REQUIRED.  COPIES OF THE COMPLETED 
FITNESS REPORTS OVER 1 YEAR OLD MUST HAVE ALL PAGES CERTIFIED AS 
TRUE BY ONE OF THE REPORTING OFFICIALS SHOWN IN BLOCK 11 OR 25 OF 
THE REPORT.  REVIEWING OFFICER ACTION MAY BE ACCOMPLISHED AT THE CMC 
(MMSB-30) FOR REPORTS MORE THAN 1 YEAR OLD AND NOT ADVERSE.
       (2) ADVERSE REPORTS MUST BE REVIEWED PER THE PROVISION OF 
CHAPTER 5 OF REFERENCES E OR F, AS APPLICABLE.
       (3) OFFICERS MUST BE IN COMPLIANCE WITH THE HEIGHT/WEIGHT 
STANDARDS PRESCRIBED IN REF G.  FITNESS REPORTS SUBMITTED UNDER 
REFERENCES E AND F MUST CONTAIN A DIRECTED COMMENT IN SECTIONS I AND
C, RESPECTIVELY, OF THE FITNESS REPORT IF THE OFFICER EXCEEDS 
HEIGHT/WEIGHT STANDARDS AND IS NOT IN COMPLIANCE WITH PERCENTAGE 
BODY FAT LIMITS.  OFFICERS WHO EXCEED THE HEIGHT/WEIGHT STANDARDS, 
AND WHOSE FITNESS REPORTS DO NOT INCLUDE BODY FAT INFORMATION, 
MUST PROVIDE OFFICIAL DOCUMENTATION REFLECTING BODY FAT PERCENTAGE 
TO THE PRESIDENT OF THE BOARD.
   B.  PHOTOGRAPHS.  AN OFFICIAL PHOTOGRAPH, TAKEN WITHIN 12 
MONTHS OF THE CONVENING DATE OF THE BOARD IS REQUIRED TO BE 
ELECTRONICALLY FILED IN THE OMPF.  SEE REFS H AND I FOR THE 
SPECIFICATIONS REQUIRED FOR THE SUBMISSION OF DIGITAL PHOTOGRAPHS.
       (1) IF AN AUTHORIZED CVIC IS NOT LOCATED NEAR AN OFFICER'S
COMMAND AND SOME OTHER MEANS OF TAKING A DIGITAL PHOTOGRAPH IS
AVAILABLE, A DIGITAL PHOTOGRAPH MAY BE E-MAILED VIA THE COMMAND'S 
ORGANIZATIONAL MAILBOX OR VIA THE COMMANDING OFFICER, EXECUTIVE 
OFFICER, OR SERGEANT MAJOR OF THE COMMAND TO THE FOLLOWING E-MAIL 
ADDRESS:  PHOTO@MANPOWER.USMC.MIL.  THE PHOTOGRAPH MUST BE 
PREPARED PER THE TECHNICAL REQUIREMENTS LISTED IN REF H.  IT IS

PHOTOGRAPH IN UTILITIES MINUS THE UTILITY BLOUSE.  THE TITLE BOARD
WILL INCLUDE THE WORD "DEPLOYED" DISPLAYED PROMINENTLY ACROSS THE
TOP OF THE BOARD AS WELL AS ALL OTHER INFORMATION REQUIRED BY
REFERENCES D, H, AND I.  FOR THE PURPOSE OF PHOTO CLARITY, THE PHOTO
SHOULD BE TAKEN AGAINST A PLAIN BACKGROUND.  
       (3) OFFICERS HAVE A PERSONAL RESPONSIBILITY TO ENSURE THEIR
PHOTOGRAPH IS SUBMITTED AND RECEIVED BY THE BOARD.  OFFICERS WHO
SUBMIT DIGITAL PHOTOGRAPHS TO THE OMPF MAY CONFIRM RECEIPT OF THE
DIGITAL PHOTOGRAPH BY CONTACTING THE CMC (MMSB-20) OR BY CHECKING THE
MMSB HOMEPAGE.  OFFICERS WHO SUBMIT A HARD-COPY PHOTOGRAPH MAY
CONFIRM RECEIPT OF THE HARD-COPY PHOTOGRAPH THROUGH THE OFFICER
PROMOTION HOMEPAGE.
   C.  PROFESSIONAL MILITARY EDUCATION (PME).  THE SELECTION 
GUIDANCE (PRECEPTS) FOR MANY BOARDS INCLUDES A REMINDER OF THE 
IMPORTANCE OF PME, WHETHER RESIDENT OR NON-RESIDENT, IN AN 
OFFICER'S DEVELOPMENT.  OFFICERS ARE ADVISED TO ENSURE THAT 
COMPLETION CERTIFICATES FOR PME ARE INCLUDED IN THEIR OMPF AND 
THAT COURSE COMPLETION INFORMATION IS NOTED ON THEIR MBS.  IN 
CASES WHERE AN OFFICER HAS NOT COMPLETED PME, BUT HAS COMPLETED 
ONE OR MORE SUB-COURSES OF THAT PME, THE OFFICER MAY SEND A 
PERSONAL COMMUNICATION TO THE PRESIDENT OF THE BOARD DESCRIBING 
PROGRESS IN COMPLETING THE PME AND INCLUDING DOCUMENTED EVIDENCE 
OF ANY SUB-COURSE COMPLETION.  RECRUITING STATION OFFICERS FOR WHOM
REF K APPLIES MAY SEND A PERSONAL COMMUNICATION TO THE PRESIDENT OF
THE BOARD DESCRIBING THEIR PME STATUS.  SEE REF L FOR ADDITIONAL 
INFORMATION REGARDING PME.
7.  EACH OFFICER MAY COMMUNICATE WITH THE PRESIDENT OF THE BOARD.  
SUCH PERSONAL COMMUNICATIONS MUST BE RECEIVED NO LATER THAN 
MIDNIGHT (EASTERN TIME) ON THE CONVENING DATE OF THE BOARD.  ADDRESS
ALL COMMUNICATIONS, TO INCLUDE UPDATE MATERIAL, TO THE PRESIDENT OF
THE APPROPRIATE BOARD.  OFFICERS MAY SUBMIT COMMUNICATIONS VIA U.S.
MAIL, PRIORITY OR NEXT DAY PACKAGES, OR FAX.  OFFICERS WITH THE
CAPABILITY TO SCAN THEIR DOCUMENTS, MAY SEND THE SCANNED DOCUMENTS
VIA E-MAIL DIRECTLY TO THE ORGANIZATIONAL MAILBOX FOR THE CMC
(MMPR-1).  ANTICIPATE A SIGNIFICANT LAG TIME ON U.S. MAIL AND

THE CONVENING DATE OF THE BOARD.  OFFICERS DESIRING RETURN RECEIPT
NOTIFICATION OF RECEIVED MATERIAL SHOULD USE OFFICIAL SIZE U.S.
POSTAL OFFICE RETURN RECEIPT CARDS, STAMPED CARDS, POSTCARDS, OR
DOUBLE CARDS.
   A.  UPDATE MATERIAL.  OFFICERS MAY SUBMIT ANY INFORMATION OR 
MATERIAL THEY DEEM IMPORTANT FOR CONSIDERATION BEFORE THE BOARD.  
BE ADVISED THAT OMPF MATERIALS SENT DIRECTLY TO THE PRESIDENT OF 
THE BOARD DO NOT BECOME PART OF AN OFFICER'S OMPF.  UPDATE 
MATERIAL IS DESTROYED UPON FINAL APPROVAL OF THE BOARD.  ALTHOUGH 
OFFICERS MAY SUBMIT ANY MATERIAL AS UPDATE MATERIAL, OFFICERS 
SHOULD CONTACT THE CMC (MMSB-30) BEFORE SUBMITTING FITNESS REPORTS
AS 
UPDATE MATERIAL AND THE CMC (MMSB-20) FOR ANY OTHER OMPF MATERIALS.  
THIS PROCESS WILL ENSURE AN OFFICER'S OMPF IS APPROPRIATELY 
UPDATED.  THE FOLLOWING GUIDELINES APPLY REGARDLESS OF THE MEANS AN
OFFICER SUBMITS MATERIAL, I.E., MAIL, FAX, E-MAIL, ETC.:
       (1) UPDATE MATERIAL MUST BE SUBMITTED UNDER COVER LETTER 
WITH THE UPDATE MATERIAL AS ENCLOSURES;
       (2) THE COVER LETTER MUST BE ADDRESSED TO PRESIDENT, FY06 
(APPROPRIATE BOARD) SELECTION BOARD;
       (3) UPDATE MATERIAL MUST BE FROM THE ELIGIBLE OFFICER; AND
       (4) THE COVER LETTER MUST BE SIGNED BY THE OFFICER.   
MATERIAL SUBMITTED WITHOUT A COVER LETTER OR RECEIVED AFTER 
MIDNIGHT ON THE CONVENING DATE OF THE BOARD WILL NOT BE SUBMITTED 
TO THE BOARD.  A SAMPLE COVER LETTER IS AVAILABLE AT THE OFFICER
PROMOTION HOMEPAGE.
   B.  REQUEST FOR NONSELECTION.  SOME OFFICERS ELIGIBLE FOR 
PROMOTION MAY PLAN TO LEAVE ACTIVE DUTY AND DESIRE TO WRITE TO THE 
PRESIDENT OF THE BOARD REQUESTING THEY NOT BE SELECTED FOR 
PROMOTION.  ANY OFFICER WHO WRITES SUCH A LETTER TO THE BOARD WILL 
STILL BE CONSIDERED FOR PROMOTION AND WILL INCUR A FAILURE OF 
SELECTION IF NOT RECOMMENDED FOR PROMOTION BY THE BOARD.  UNDER 
CURRENT LAW, AN OFFICER WHO SUBMITS A REQUEST NOT TO BE SELECTED 
FOR PROMOTION, OR WHO OTHERWISE DIRECTLY CAUSED HIS OR HER 
NONSELECTION THROUGH WRITTEN COMMUNICATION TO THE BOARD, IS NOT 
ENTITLED TO SEPARATION PAY IF INVOLUNTARILY DISCHARGED FROM ACTIVE 
DUTY.  THIS PERTAINS TO ALL ACTIVE DUTY BOARDS, WITH THE EXCEPTION 
OF THE CWO BOARD.
8.  IN ADDITION TO INFORMATION IN PARAGRAPH 7 ABOVE, RESERVE 
OFFICERS MUST ACCOMPLISH THE FOLLOWING:
   A.  THE CAREER RETIREMENT CREDIT REPORT (CRCR) IS PROVIDED TO 
RESERVE BOARDS AS A QUANTITATIVE MEASURE OF ACTIVE PARTICIPATION.  
THE CRCR SUMMARIZES RETIREMENT QUALIFICATION AND IS USED AS A 
CONTINUATION ELIGIBILITY DETERMINANT.  THEREFORE, IT IS IMPERATIVE 
THAT EACH OFFICER REVIEWS HIS OR HER CRCR.  IT IS THE 
RESPONSIBILITY OF EACH OFFICER TO ENSURE THE CRCR IS ACCURATE 
PRIOR TO THE CONVENING DATE OF THE BOARD.  PER REF M, SCREENING 
WILL BE CONDUCTED ANNUALLY.  OFFICERS SHOULD IDENTIFY 
DISCREPANCIES AND PROVIDE UPDATING OR MODIFYING CRCR INFORMATION 
TO THEIR INSPECTOR-INSTRUCTOR OR COMMANDING OFFICER DURING THESE 
AUDITS.  RESERVE UNIT COMMANDERS WILL CORRECT DISCREPANCIES VIA 
THE UNIT DIARY.  INDIVIDUAL READY RESERVE AND INDIVIDUAL 
MOBILIZATION AUGMENTEE OFFICERS WILL RECEIVE AN UPDATED CRCR FROM 
THE MARINE CORPS RESERVE SUPPORT COMMAND (MCRSC) WITHIN 45 DAYS OF 
THEIR ANNIVERSARY DATE.  PER REF M, CORRECTIONS MUST BE ANNOTATED 
AND RETURNED WITH SUPPORTING DOCUMENTATION (MUSTER SHEETS, ORDERS, 
HISTORICAL NAVMC 798S, ETC.) TO MCRSC.
   B.  RESERVE QUALIFICATION SUMMARY (RQS).  PER REF M, RESERVE 
OFFICERS ELIGIBLE FOR CONSIDERATION FOR PROMOTION ARE REQUIRED TO 
SUBMIT A COMPLETE RQS (HQMC VERSION 1-02) AS UPDATE MATERIAL TO 
THE BOARD PRIOR TO THE CONVENING DATE OF THE BOARD.  ACTIVE 
RESERVE OFFICERS ARE NOT REQUIRED TO SUBMIT AN RQS TO THE BOARD.  
THE PURPOSE OF THE RQS IS TO PROVIDE THE BOARD INFORMATION NOT 
INCLUDED IN OTHER OFFICIAL RECORDS OR FITNESS REPORTS.  BLANK RQS 
FORMS ARE AVAILABLE AT THE OFFICER PROMOTION HOMEPAGE.  
9.  POST-BOARD INFORMATION AND GUIDANCE.  OFFICERS MAY VIEW THE 
APPROVAL PROGRESS OF THEIR BOARD AT THE OFFICER PROMOTION 
HOMEPAGE.  UPON APPROVAL OF THE BOARD BY THE DESIGNATED APPROVAL 
AUTHORITY OR TRANSMITTAL TO THE PRESIDENT, AS APPLICABLE, A
"PERSONAL FOR" (P-4) E-MAIL WILL BE FORWARDED TO ALL GENERAL
OFFICERS AND CERTAIN MARINE CORPS COLONELS FOR ALL FIELD GRADE
BOARDS.  THE P-4 AFFORDS THE P-4 RECIPIENTS AN OPPORTUNITY TO ENSURE
EACH SELECT AND IN-ZONE NONSELECT OFFICER IS ADVISED OF THEIR
PROMOTION STATUS.  THE P-4 INCLUDES WORK PHONE NUMBERS THAT ARE
TAKEN DIRECTLY OUT OF MCTFS.  THESE WORK PHONE NUMBERS ARE OFTEN
INCORRECT, THEREFORE IT IS IMPERATIVE THAT ELIGIBLE OFFICERS ENSURE
THEIR WORK NUMBER IS UPDATED IN MARINE CORPS TOTAL FORCE SYSTEM
(MCTFS).  APPROXIMATELY 48 HOURS AFTER A P-4 IS RELEASED, SECNAV
WILL RELEASE THE ALNAV ANNOUNCING THE NAMES OF THE OFFICERS SELECTED
BY THE BOARD.  UPON RELEASE OF THE ALNAV, THE FOLLOWING ACTIONS MAY
OCCUR:
   A.  PROMOTION.  OFFICERS SELECTED FOR PROMOTION CAN ONLY BE 
PROMOTED IF THERE ARE VACANCIES IN THE GRADE AND COMPETITIVE 
CATEGORY SELECTED.  RESERVE OFFICERS WILL RECEIVE THE SAME DATE OF 
RANK AS THEIR ACTIVE DUTY RUNNING MATE UPON PROMOTION.  THE 
FOLLOWING ADDITIONAL REQUIREMENTS MUST OCCUR BEFORE PROMOTIONS CAN 
BE EFFECTED:

CONFIRMATION OCCURS.  UPON CONFIRMATION OF A PROMOTION LIST, 
FROCKING WILL BE CONDUCTED IN ACCORDANCE WITH PARAGRAPH 6007 OF

BACCALAUREATE DEGREE.  TITLE 10, U.S. CODE, SECTION 12205 STATES 
THAT NO PERSON MAY BE APPOINTED TO A GRADE ABOVE FIRST LIEUTENANT 
IN THE MARINE CORPS RESERVE UNLESS THAT PERSON HAS BEEN AWARDED A 
BACCALAUREATE DEGREE BY A QUALIFYING EDUCATIONAL INSTITUTION.  
THIS REQUIREMENT IS APPLICABLE TO RESERVE OFFICERS ON THE ADL AND 
THE RASL.  OFFICERS FAILING TO COMPLY WITH THIS REQUIREMENT WILL 
HAVE THEIR PROMOTIONS DELAYED AND APPROPRIATE STEPS WILL BE TAKEN 
TO HAVE THEIR NAMES REMOVED FROM THE PROMOTION LIST.  OFFICERS 
WHOSE NAMES ARE REMOVED FROM THE PROMOTION LIST WILL BE CONSIDERED 
TO HAVE FAILED OF SELECTION.  THEREFORE, IT IS IMPERATIVE THAT

BOARD MAY NOT BE PROMOTED UNTIL THE OFFICER HAS COMPLIED WITH THE 
5-YEAR OR 2-YEAR EXAMINATION REQUIREMENT, AS APPLICABLE.  OFFICERS 
FAILING TO COMPLY WILL HAVE THEIR PROMOTIONS DELAYED AND 
APPROPRIATE STEPS WILL BE TAKEN TO HAVE THEIR NAMES REMOVED FROM
