Reserve Component Telecommute Policy Update
This MARADMIN updates the Marine Corps Reserve telecommute policy to allow commanders to direct Reserve Marines to perform regularly scheduled Inactive Duty Training (IDT) and Rescheduled Inactive Duty Training (RIDT) periods in a telecommuting status. Previously, telecommuting was only authorized for Additional Training Periods (ATPs) and Readiness Management Periods (RMPs). The policy establishes specific conditions and requirements for telecommuting IDTs/RIDTs, including minimum work hours, training plans, and documentation requirements.

1. Purpose. To update policy in reference (a) granting commanders discretion to direct the performance of Inactive Duty Training (IDT) periods and Rescheduled Inactive Duty Training (RIDT) periods in a telecommuting status as permitted in reference (b) and (c). 2. Background. Telecommuting allows unit commanders the flexibility to assign IDTs to members of their command to accomplish assigned tasks away from the Home/Reserve Training Center (HTC/RTC) and at times other than scheduled drill periods. Reference (a) provides instructions and policy guidelines for the use of telecommuting in performing Additional Training Periods (ATPs) and Readiness Management Periods (RMPs). 3. Policy. Per Chapter 7, Section 3 of reference (a), the Commanding Officer (CO), Officer in Charge (OIC), Inspector-Instructor (I-I), and Operational Sponsor (OpSponsor) may direct Reserve Marines to perform ATPs and RMPs in a telecommuting status Or approve ATPs and RMPs to be performed in a telecommuting status Upon request from the Reserve Marine. Telecommuting status is Hereby expanded to allow the CO/OIC/I-I/OpSponsor to direct Reserve Marines to perform regularly scheduled IDTs and RIDTs in a telecommuting status. 3.a. IDTs shall be scheduled in Drill Manager in advance of the IDT. RIDTs shall be requested prior to the first muster of the Scheduled IDT per Chapter 5, Section 2 of reference (a). 3.b. IDTs and RIDTs are to be performed in-person on the dates scheduled. 3.c. Regularly scheduled IDTs and RIDTs may only be authorized to be performed in a telecommuting status under the following conditions: 3.c.1. Directed by CO/OIC/I-I/OpSponsor in advance of the Regularly scheduled IDT date, and performed in accordance with Chapter 7, Section 3 reference (a). 3.c.2. Requires a minimum of 4-hours of work each scheduled IDT/RIDT period, with no more than 2 IDT/RIDT periods in a single Calendar day. 3.c.3. CO/OIC/I-I/OpSponsor must identify the assignments, projects, tasks, or activities within a training plan and the timeline allocated for completion. 3.c.4. Requires a completed DD Form 2946 (DoD Telework agreement) approved by the CO/OIC/I-I/OpSponsor. 3.c.5. Requires a completed telecommuting log sheet documenting duration and activity corresponding to the scheduled training plan for the identified IDT/RIDT. 3.c.6. No more than 48 IDTs/RIDTs may be performed in a fiscal year, in accordance with reference (a). 3.c.7. Engagement in individual Physical Training (PT) during telework status is not authorized. 3.c.8. Performance of Equivalent Duty Periods (EDPs) in a telecommute status is not authorized. 4. Individually requested telecommuting status may only be authorized as ATPs or RMPs in accordance with Chapter 7, Section 3 of reference (a). Command directed telecommuting status may be performed as scheduled IDTs or RIDTs in accordance with Chapter 5, Section 2 as well as ATPs or RMPs in accordance with Chapter 7, Section 3 of reference (a). 5. Commander Marine Forces Reserve and Commanders of Individual Mobilization Augmentee Marines may further limit the use of IDTs and RIDTs in a telecommuting status and may publish additional guidance and procedures that are consistent with the policies contained in this MARADMIN and the references. 6. Any drill executed in a telecommute status shall be appropriately identified in Drill Manager. 7. This MARADMIN replaces reference (d), is effective upon publication and remains in place until incorporated into reference (a) or cancelled by a future MARADMIN. 8.
