Fiscal Year 2028 Recruiting Station Preference Incentive for Recruiting Duty Special Duty Assignment Volunteers

This MARADMIN announces the FY28 Recruiting Station Preference Incentive program, which allows Marines who volunteer for recruiting duty to select their preferred recruiting station assignment based on availability. The program is part of the "Recruit the Recruiter" campaign designed to increase volunteerism for recruiting duty and reduce the size of the HQMC Special Duty Assignment Screening Team requirement.

1.  This MARADMIN announces the Marine Corps
Recruiting Command (MCRC) Recruiting Station (RS) preference
incentive offered to FY28 recruiting duty volunteers. This incentive
is part of a larger MCRC campaign, Recruit the Recruiter (RtR),
designed to increase volunteerism and reduce the size of the
Headquarters Marine Corps (HQMC Special Duty Assignment Screening Team
(HSST) requirement. This is a collaborative effort between MCRC and
Manpower and Reserve Affairs.
2.  The Recruiting Station Incentive (RSI) allows Marines to choose
their preferred RS, based on availability, when they volunteer and
complete a Re-enlistment Extension Lateral Move (RELM) via Total Force
Retention System (TFRS), through their unit Career Counselors.
Recruiting Sub-station (RSS) assignments are provided during Basic
Recruiters Course (BRC).
3.  Qualified Marines who volunteer during the volunteer period,
outlined in ref C, are guaranteed his/her RS of choice and a FY28
school seat in Marine Corps Recruiter and Retention School based upon
availability.
3.a.  If a Marine volunteers with an RSI and subsequently submits a
modification request to HQMC, their preferred RSI may no longer be
available. If the preferred RSI is not available, the Recruiting
Monitor will follow the same protocol listed in paragraph 6.c.
4.  Per ref A, Marines who volunteer for and successfully complete a
tour of duty as a recruiter will be given a contiguous United States
assignment of geographical preference unless they specifically request
an overseas assignment. These Marines are authorized a geographic
location preference based upon availability.  Every effort will be
made to satisfy the desires of the Marine when a valid billet in their
primary military occupational specialty exists in the requested
geographic area.
5.  Second tour recruiters are not eligible for RSIs.  Second tour
recruiters are encouraged to contact their preferred RS Sergeant Major
and Recruiting Instructor to obtain a By Name Request prior to
submitting their volunteer RELM. Marines will submit a volunteer RELM
via TFRS, through their unit Career Counselors.  Career Counselors
will list the Marine's preferences in their package. Marines who are
approved for a second tour will receive orders via the Recruiting
Monitor. Marines must contact Manpower Management Enlisted
Assignments (MMEA-25) for questions regarding orders issuance and
obligate service requirements.

6.a.  Tentative course convene dates from 1-28 to 6-28 are October,
January, March, April, June, and August, respectively.
6.b.  Any RSI that is filled completely during the volunteer period
will be labeled "capped-out" via a TFRS message. Those RSs will no
longer be available for the FY28 RSI program and Marines will not be
able to select them.  There may be additional RS vacancies available
through the traditional "BNR process." Additional information for the

6.c.  Marines will be contacted by the Recruiting Monitor if the
requested RSI is unavailable via TFRS. RtR coordinators or the
Recruiting Monitor will coordinate with prospective volunteers to find
an alternative RSI.  The following information is required on the RELM
when submitting to HQMC: top three RS choices (in order of preference)
preferred BRC class number, Marine's contact information (including
both email and cell phone number.)
6.d.  All efforts will be made to co-locate dual military service
members within 50 miles of each other.  RSIs in this instance may not
be supportable.
6.e.  RtR coordinators may be contacted for inquiries concerning RS
availability during the volunteer period.

8.  Coordinating instructions for Career Counselors will be published
via TFRS.
9. Recruiting Substation (RSS) assignments will be managed by
RS/District personnel.  Marines are provided specific RSS assignment
during BRC.
10.  Additional screening for RSI eligibility may be required in some
cases. Refer questions to unit Career Counselors and POCs listed
above.

12. The FY28 RTR (RSI) window will be open upon release of this
MARADMIN.
13.  This MARADMIN is cancelled 30 May 27.
