Merit-Based Promotion List Reorder

This MARADMIN introduces the Merit-Based Promotion List Reorder (MPLR) process for FY21 Active Unrestricted Colonel, Lieutenant Colonel, and Major promotion boards. MPLR allows promotion boards to place officers with documented sustained superior performance higher on promotion lists, with SECNAV approval, though officers not merit reordered will be promoted in lineal precedence order.

1. PURPOSE.  This MARADMIN describes the merit reorder process and provides background information in advance of execution on the Fiscal Year 2021 (FY21) Active Unrestricted Colonel through Major Promotion Boards.<br>
2. Merit-Based Promotion List Reorder (MPLR).  Section 616 of reference (a) is the statutory authority granting the Secretary of the Navy (SECNAV) the discretion to authorize officer promotion boards to place officers of particular merit higher on a regular promotion list.  The standard for MPLR is documented sustained superior performance consistently superior to the performance of other officers recommended for promotion.<br>
3. MPLR is a separate, unique, and distinct process from promotion selection and is only applicable to officers selected for promotion.  An officer may be recommended to be placed higher on a promotion list only if the officer receives the recommendation of at least a majority of the members of the board.  The board shall recommend the order in which those officers selected for MPLR should be placed on the promotion list to the SECNAV for approval.<br>
3.a.  Officers not selected for MPLR will be promoted in lineal precedence order following the last officer subject to merit reorder.  If a promotion board does not merit reorder the promotion list, the list will be ordered in lineal precedence order.<br>
3.b. The published promotion list(s) will not specifically identify those officers selected for merit reorder.<br>
4. Reporting seniors and reviewing officers shall not make recommendations on MPLR on fitness reports.  A follow-on MARADMIN will provide amplifying guidance regarding fitness reports and MPLR.<br>
5. Applicability.  MPLR is applicable for the FY21 Active Unrestricted Colonel, Active Unrestricted Lieutenant Colonel, and Active Unrestricted Major promotion selection boards.<br>
6.  This MARADMIN is an MP/MM coordinated message.<br>
7.  The MARADMIN is not applicable to the Marine Corps Reserves.<br>
