Fiscal Year 2020 Active Component Manpower Cross-FY Extensions Update
This MARADMIN announces a short-term retention plan allowing First Term Marines with an End of Active Service (EAS) in FY20 to extend their service across fiscal years in response to COVID-19 and future manpower needs. Eligible Marines can apply for either a 12-month extension (any MOS) or a 24-month extension (targeted MOSs only), with the latter offering prorated Selective Retention Bonuses for certain MOSs and maintaining eligibility for promotion and PCS orders.

1. PURPOSE. This MARADMIN announces the Manpower and Reserve Affairs (MRA) plan for active component cross-FY extensions to support future manpower inventory requirements. 2. BACKGROUND. In response to COVID-19 and future manpower changes, MRA has developed a short term retention plan that allows First Term Marines the opportunity to extend their service in order to fulfill the manpower needs of the Marine Corps. FY20 First Term Marines are still encouraged to seek reenlistment if boatspaces remain in their Primary MOS. 3. Concept of Operations 3.A. First Term Marines in any MOS with an EAS in FY20 are eligible to apply for a cross-FY extension up to 12 months. Marines who apply will be eligible to submit for reenlistment in the FY21 retention campaign. Marines who apply will not be eligible for promotion until reenlisted. Marines who apply will not be eligible for PCS. 3.B. Targeted First Term Marines with an EAS in FY20 are eligible to apply for a 24 month extension so long as the new EAS date does not exceed 30 September 2022. Marines who accept a 24 month extension will be eligible for reenlistment in the FY22 retention campaign. Marines who accept a 24 month extension will remain eligible for promotion. Marines who accept a 24 month extension will be eligible to execute PCS orders based on the needs of the Marine Corps. Eligible first term MOSs identified above that rate a Selective Retention Bonus (SRB) as outlined in reference (A), reference (B), and reference (C) are eligible for a prorated SRB amount based on bonus zone. Only 24 month extensions are eligible for prorated SRB incentives. 3.B.1.a. Details on calculating the prorated SRB amount are found in reference (F). Limited quotas exist for MOSs listed in paragraph 3.B and eligible Marines are encouraged to submit early. 3.B.2. FY20 FTAP Marine MOSs listed in paragraph 3.B, who still have reenlistment boatspaces remaining for FY20, are still encouraged to submit for 48-month reenlistments. 3.B.3. Active enlisted Marines may begin submitting for the extensions upon release of this MARADMIN. 3.C. Marines requesting a 12 or 24-month extension must meet all retention prerequisites and cannot have been denied further service by CMC (MMEA) due to adversity. 4. CMC (MMEA) is the approval authority for all cross-fiscal year extensions. 5. This bulletin cancels on 30 Sep 2020. 6. This message applies only to the Active Component. 7.
