Fiscal Year 2017 Active Reserve Special Education Program Selection Board

This MARADMIN solicits applications from Active Reserve (AR) officers for the Fiscal Year 2017 Special Education Program (SEP), which provides one officer the opportunity to earn a Master of Science in Management from the Naval Postgraduate School in the Manpower Systems Analysis curriculum. The selection board will convene on September 19, 2016, with applications due by August 26, 2016, and the selected officer will report for the summer semester in July 2017.

1.  The purpose of this MARADMIN is to solicit Active Reserve (AR) applicants for the Fiscal Year (FY) 2017 Special Education Program (SEP).<br>
2.  One opportunity exists every three years for an AR officer to receive a Master of Science in Management from the Naval Postgraduate School (NPS) in the Manpower Systems Analysis (MSA) 847 curriculum and receive an 8840 Additional Military Occupational Specialty (AMOS).  Participation in the SEP prepares the officer for duty in a Reserve Affairs (RA), Personnel Plans and Policy, and Programming and Budgeting Branch (RAP) billet.<br>
3.  The following guidelines apply to the SEP application process:<br>
    a.  The SEP Selection Board will convene in coordination with the Academic Year (AY) 2017-18 Reserve Professional Military Education (RPME) Board on 19 Sep 16.  The application deadline is 26 Aug 16.  One primary and two alternates will be selected.<br>
    b.  All AR applicants will be screened by NPS for the MSA discipline.  No other disciplines are available for AR SEP applicants at this time.<br>
    c.  The AR officer selected for this opportunity will be assigned to a utilization tour in RA immediately upon graduation.<br>
    d.  Upon release of the results MARADMIN, PCS orders will be issued for the selected officer to attend the MSA NPS curriculum reporting for the summer semester in Jul 17 and graduating in Dec 18.  Officers must ensure a sincere, dedicated interest in the SEP program before applying.<br>
    e.  The application format and privacy act statement may be found in reference (a) and on the www.manpower.usmc.mil webpage under "top requests" by clicking on "Reserve Officer PME."  Letters of recommendation may be included as enclosures.<br>
    f.  Applicants must complete the online application located at https:(slash)(slash)www.nps.edu/admissions/ams/login.aspx.  Official sealed transcripts from all colleges and universities attended must be submitted directly to NPS from the institutions attended.  The transcripts need to include all credits and letter grades.  The deadline for submission is 7 Aug 16 at the address provided in paragraph 5.     g.  Photographs.  A current official photograph is required by the SEP Board.  The photograph must be prepared per the requirements listed in reference (b).<br>
    h.  There is a two-year Time On Station (TOS) requirement prior to 1 Jul 17 for all applicants.  TOS waiver request should be forwarded to POC listed in this MARADMIN.<br>
    i.  Career Designated AR Majors and AR Captains selected for promotion to Major who will have at least 30 months of service in the AR program by 1 Jul 17 may apply.  AR officers selected for promotion to Lieutenant Colonel and AR Lieutenant Colonels with a date of rank NET 1 Feb 16 are also eligible to apply.  Additionally, AR Captains in the FY 18 in-zone population for Major may apply;  however, subsequent failure of selection for promotion will result in disqualification.<br>
    j.  Preference will be given to qualified applicants with a previous HQMC tour.<br>
    k.  Applicants must notify their monitor of their intent to apply prior to submitting an application.<br>
    l.  Participants in the SEP MSA curriculum will incur a four year service obligation.<br>
    m.  The following statement must be included in the application:  "If selected, I agree to remain on active duty for at least four years after completion of my training.  I agree not to transfer from the Active Reserve program or request separation or retirement while participating in the program."<br>
    n.  Applicants are responsible for ensuring their application arrives at CMC (RAM-4) NLT 26 Aug 16.  Mail applications to the address listed in par 4.  FedEx or other means of tracking packages is recommended.<br>
