Marine Corps Training Information Management System (MCTIMS) Modernization
This MARADMIN announces the modernization of the Marine Corps Training Information Management System (MCTIMS) to MCTIMS II, a cloud-based platform that will replace the 20-year-old legacy system while preserving existing workflows and capabilities. The modernization will transition 17 legacy modules into four integrated functional domains (Standards, Student Registrar, Formal Schools, and Unit Training) through a phased approach, with Full Operational Capability expected no later than Q4 FY30.

1. Purpose. To update the Total Force on Marine Corps Training Information Management System (MCTIMS) modernization efforts. 2. Background 2.a. MCTIMS is the service-level authoritative data source used to originate, maintain, validate, and disseminate individual and unit-level training completion data for the Marine Corps Total Force (Active and Reserve components). MCTIMS delivers five key capabilities: it provides training data for Marine Corps pay, promotion, and talent management; reports unit and enterprise training readiness to the Defense Readiness Reporting System; consolidates pre-deployment training requirements; supports student registration across Department of War (DoW) schools; and standardizes curriculum development at formal schools. 2.b. The legacy MCTIMS architecture is over 20 years old and cannot meet emerging cybersecurity and data management requirements. DC T&E has directed a modernization effort that preserves existing workflows and enterprise data sharing while transitioning to a cloud-based platform. The new system, MCTIMS II, will retain all legacy capabilities and interfaces but will be refactored to enhance user experience, improve data management and support future growth. 2.c. Cloud architecture and modern interface methods are essential to unifying internal and external business processes. MCTIMS II is an ecosystem optimized for advanced AI and analytics, enabling actionable insights from large data sets. Externally, it will strengthen data sharing across the enterprise and the DoW; internally, it will replace 17 disparate legacy modules with four integrated functional domains. 3. Domains 3.a. The four-domain design condenses data from 17 legacy modules into one of the following domains: 1) Standards, 2) Student Registrar, 3) Formal Schools, and 4) Unit Training. 3.b. The Standards Domain contains the legacy Task Master and Training and Readiness (T&R) modules refactored / renamed as the Marine Corps Task List (MCTL), Mission Essential Task List (METL), T&R Events, and T&R Manuals capability sets. This domain will offer improved workflows and produce transparent validation of standards content. Combat Development and Integration's (CD&I) MCTL/METL branch and TECOM's Ground Standards Branch (GSB) are the primary content managers of this domain. Outputs from the Standards Domain (METL content, T&R Events, and T&R Manuals) are consumed by Formal Schools, the Fleet Marine Force (FMF), and the Supporting Establishment. 3.c. The Student Registrar Domain will contain relevant functions for student registration, Formal School Personnel Management, and Military Occupational Specialty (MOS) Manual and Roadmaps modules. Modernization updates key interfaces with other service registrar systems such as the Army Training Requirements and Resources System (ATRRS), Corporate Enterprise Training Activity Resource Systems (CeTARS), Military Personnel Data System (MilPDS), and Defense Manpower Data Center (DMDC). The primary content managers for this domain are the TECOM Student Registrar Branch, Occupational Field sponsors, TECOM Formal School Training Support, and the Training Command Production Section. Both Formal Schools (FS) and FMF units have interest in this domain as it enables Marine Corps FS seat management and individual course completion. 3.d. The Formal Schools Domain will contain the legacy Curriculum Management, Training Resource, Scheduling, and Electronic Training Jacket modules. Refactoring streamlines the Program of Instruction staffing process and improves MOS production reporting. While the primary content originators for the FS Domain are the formal schools, TECOM Learning Standards Branch (LSB), authorized POI approval authorities, and the FMF have interests in this domain's outputs. 3.e. The Unit Training Domain will contain the legacy Unit Training, Pre-deployment, and Unit Evaluation modules. Refactoring improves access to unit training statistics and provides metrics that will define Marine Air Ground Task Force readiness. The primary content owners and users of this domain are the FMF and Supporting Establishment organizations. TECOM LSB's Unit Training Manager and FMF units will be the consumers of this functionality. The Unit Training Domain will enhance legacy capabilities to track skill set proficiency and currency. Initial enhancements will focus on ground combat vehicles (e.g., Amphibious Combat Vehicles, tactical vehicles), and small unmanned systems. It will eventually expand to other specialties to facilitate proficiency and currency evaluation. 3.f. The legacy Report Server function, currently provided by the COGNOS application, will be evaluated for potential replacement by a comprehensive, user-friendly data mining application. User permission management will also be refined but will retain current local administrator features that enable system access management at the Formal Learning Centers and unit levels. 4. Program next steps 4.a. Modernization is a phased effort. MCTIMS II is under development and will be transitioned incrementally to ensure the availability of historical and current data before decommissioning legacy systems. The modernization phases are: Phase 1 (complete): Establish the hosting environment for MCTIMS II in the Marine Corps Business Operations Support Services (MCBOSS) cloud. Phase 2 (complete): Establish and validate data exchange between legacy MCTIMS and MCTIMS II to enable a phased transition of users and 14 external system interfaces. Phase 3 (in-progress): Build, validate, and launch Standards Domain in MCTIMS II. CD&I and TECOM GSB content originators are currently active in MCTIMS II; all other users will consume content in legacy MCTIMS until further notice. Phase 4: Build, validate, and launch Student Registrar Domain in MCTIMS II. TECOM SRB, FSTS and designated users will transition to MCTIMS II for content origination; most users will continue in legacy MCTIMS until otherwise instructed via subsequent MARADMIN. Phase 5: Build, validate, and launch Formal School Domain in MCTIMS II. All FS activities will be transferred to MCTIMS II after functionality and data transfer is validated. Phase 6: Build, validate, and launch MCTIMS II Unit Training Domain. The remaining users and external interfaces will be transitioned after functionality and data transfer is validated. Phase 7: Sunset legacy MCTIMS. The business rules for management of archived data will be developed and implemented to enable access of historical information. Initial Operational Capability (IOC): MCTIMS II IOC is defined as the implementation of initial functionality and transition of designated users into the MCBOSS cloud. IOC was achieved at the beginning of FY25. Full Operational Capability (FOC): MCTIMS II FOC will be achieved once all users and external data interfaces have been transitioned from legacy MCTIMS to MCTIMS II. FOC is expected NLT Q4FY30. 4.b. Stakeholder engagements are ongoing to refine domain processes, workflows, and integration needs. Key stakeholders include M&RA, PP&O, CD&I, P&R, TECOM Training Standards Division, and Training Command G-3. 4.c. Anticipate additional MARADMINs regarding the transition to MCTIMS II domains over the next several years. 5. Release authorized by Lieutenant General Benjamin T.
