Guidance for Exception to Policy (ETP) Requests to the Enlisted Promotion Manual (ENLPROMMAN)

This MARADMIN establishes standardized procedures for submitting Exception to Policy (ETP) requests to the Enlisted Promotion Manual, effective immediately. All ETP requests must be routed through the chain of command to the first General Officer for endorsement and submitted to CMC (MMPB-11) via email. This guidance applies to the total force and cancels MARADMIN 520/15.

1. Effective immediately, this MARADMIN establishes 
standardized submission procedures for all Exception to Policy (ETP)
requests to reference (a).  Reference (b) is hereby cancelled. 
2. ETP requests will be considered on a case-by-case basis and must
meet the following requirements:
2.a.  ETP requests to reference (a) must be submitted via the chain
of command to the first General Officer for endorsement. 
"By direction" endorsements are not authorized. Requests must 
clearly identify the specific provision of reference (a) requiring
exception and include detailed justification supporting the request.
Requests not favorably endorsed by the first General Officer shall
not be forwarded to Headquarters Marine Corps. 
2.b.  If approved, the requesting command will receive written
authorization and will record the approval via NAVMC 118 (Page 11)
entry in the Marine's Official Military Personnel File (OMPF).
MMPB-11 will update the Marine Corps Total Force System (MCTFS), 
as required.
2.c.  Only Marine Corps commands are authorized to submit ETP
requests; commands external to the Marine Corps (e.g. MEPS) must
route requests through the Marine's administrative chain of command.
3.  Favorably endorsed requests will be submitted to CMC (MMPB-11)
via email at smb_manpower_enlisted_promotions@usmc.mil.
4.  This MARADMIN applies to the total force.
5.  Release authorized by Lieutenant General William J. Bowers, 
Deputy Commandant for Manpower and Reserve Affairs.
