FY26 Meritorious Promotions for Prior Service Recruiter (PSR) Staff Noncommissioned Officers
This MARADMIN announces FY26 meritorious promotions for two Prior Service Recruiter (PSR) Staff Noncommissioned Officers: one to Staff Sergeant and one to Gunnery Sergeant, effective 2 July 2026. Commanders are authorized to effect these promotions upon receipt of this message but not before the effective date, and selected Marines must have at least 24 months of obligated service remaining.

1. Upon receipt of this Marine Administrative Message (MARADMIN), but not prior to 2 July 2026, Commanders will effect the promotion of selected Marines. Cite this MARADMIN as authority for promotion. 2. Meritorious Promotion List 2.a. To Staff Sergeant: Name MCC Cashwell Jr., B.N. 903 2.b. To Gunnery Sergeant. Name MCC Diosdado, D. 915 3. Marines who are selected to the ranks of SSgt through SgtMaj/MGySgt, to include meritorious promotions, must have at least 24-months of obligated service (OBS) remaining on contract beginning on the date of their promotion. If the Marine refuses to extend or reenlist to have sufficient obligated service, inform CMC (MMPB-11) of the Marine's refusal. 3.a. Marines who do not comply with OBS requirements prior to 2 July 2026 are not authorized to be promoted and will not have their promotion effected in the Marine Corps Total Forces System (MCTFS) until they comply. 3.b. Commanders are authorized to locally extend Marines who are identified as not being in compliance with OBS requirements. Unit Career Counselors or other unit representatives completing the NAVMC 321A must cite this MARADMIN as the authority. Only the Commanding Officer or those serving in an acting capacity may sign the NAVMC 321A as the Administering Officer. Commanding Officers are not authorized to extend those Marines with a draw case code (DCC) of AF, AH, AX, or AY. Marines with those DCCs must submit their extension for promotion to MMEA (HQMC) via the Total Force Retention System for appropriate action. Marines on limited duty or pending evaluation by a PEB may not be extended using this authority. 4. The Marine's immediate commander with promotion authority is responsible for generating and presenting the certificate of appointment. The first General Officer may sign meritorious warrants at his or her discretion. 5. In accordance with the provisions of reference (a), authority is granted to meritoriously promote the Marines listed above with a date of rank and effective date of 2 July 2026. 6.
