FY04 MMEA Command Visit Schedule
This MARADMIN announces the FY04 command visit schedule for the Marine Corps Enlisted Assignment Branch (MMEA). The visits will occur from October 2003 through February 2004 at major commands including MARFORLANT, II MEF, I MEF, MARFORPAC/III MEF, and other locations. The visits will provide briefings on enlisted assignments, retention, career progression, and promotion processes, with enlisted monitors and career counselors available for individual counseling sessions.

1. THE MARINES OF THE ENLISTED ASSIGNMENT BRANCH, THE CMC (MMEA) LOOK FORWARD TO VISITING YOUR COMMANDS AND MAKING CONTACT WITH YOUR MARINES. THESE VISITS HAVE A POSITIVE IMPACT ON THE ENLISTED ASSIGNMENT AND RETENTION INTERESTS OF OUR CORPS. 2. THE CMC (MMEA)WILL VISIT OVERSEAS, EAST COAST AND WEST COAST COMMANDS IAW THE FOLLOWING SCHEDULE: MARFORLANT OCT 15-17 II MEF OCT 26-NOV 5 ALBANY/PENSACOLA NOV 18-20 I MEF DEC 1-13 MARFORPAC/III MEF JAN 6-21 KANSAS CITY/FT LEONARD WOOD FEB 9-13 3. EACH COMMAND VISIT WILL PROVIDE BRIEFINGS WHICH TARGET OFFICER, SNCO LEADERSHIP AND EVERY ENLISTED MARINE IN YOUR COMMAND. BRIEFS ARE TAILORED FOR EACH DESIGNATED AUDIENCE AND CONSIST OF THE FOLLOWING: A. THE CMC (MMEA) OVERVIEW BRIEF: TARGET AUDIENCE IS ALL OFFICERS AND SENIOR SNCOS. THE CONTENT WILL COVER AWARENESS OF ENLISTED MARINE ISSUES INCLUDING ASSIGNMENTS, RETENTION, STAFFING, UNIT COHESION, AND ENLISTED CAREER FORCE CONTROLS (ECFC'S). (TIME REQUIRED: 2 HRS) B. THE CMC (MMEA)B RANCH SGTMAJ BRIEF: TARGET AUDIENCE IS ALL ENLISTED MARINES IN GRADES E-8 AND E-9. THE FOCUS OF THE BRIEF IS THE ASSIGNMENT, PROMOTION, ENLISTED RETENTION PROGRAMS AND CURRENT MARINE CORPS POLICIES. (TIME REQUIRED: 2 HRS) C. FIRST TERM BRIEF: TARGET AUDIENCE IS EVERY FIRST TERM MARINE. THE FOCUS IS DIRECTED AT JUNIOR MARINES. AREAS COVERED INCLUDE CURRENT ISSUES AND POLICIES SURROUNDING RETENTION OF FIRST TERM MARINES, INCLUDING LATERAL MOVES, THE FIRST TERM ALIGNMENT PLAN (FTAP), REENLISTMENT INCENTIVES AND SPECIAL DUTY ASSIGNMENTS. (TIME REQUIRED: 1.5 HRS) D. CAREER BRIEF 101: TARGET AUDIENCE IS CAREER MARINES IN GRADES SERGEANT THROUGH GUNNERY SERGEANT. THE BRIEF PROVIDES AN OVERVIEW ON THE IMPACT OF PERFORMANCE, EVALUATIONS AND ASSIGNMENT DECISIONS ON INDIVIDUAL CAREERS. (TIME REQUIRED: 2 HRS) E. CAREER BRIEF 301: TARGET AUDIENCE IS OFFICERS AND ENLISTED MARINES IN GRADES E-8 AND E-9. THIS BRIEF PROVIDES VALUABLE INSIGHT INTO SNCO CAREER PROGRESSION AND ITS SHAPING FOR INCREASED COMPETITIVENESS. (TIME REQUIRED: 2 HRS) F. CAREER BRIEF 501: TARGET AUDIENCE IS ALL OFFICERS AND ENLISTED MARINES IN GRADES E-8 AND E-9. THE BRIEF PROVIDES INSIGHT INTO THE IMPACT OF FITNESS REPORTS ON THE SNCO PROMOTION PROCESS, A SYNOPSIS OF NOTES FORM SELECTION BOARD DEBRIEFS AND INFORMATION ON ISSUES/TRENDS CONCERNING ENLISTED PROMOTIONS. (TIME REQUIRED: 2 HRS) 4. IN ADDITION TO THE ABOVE BRIEFS, ENLISTED MONITORS AND CAREER COUNSELORS WILL BE AVAILABLE FOR INTERVIEWS AND COUNSELING. THE PERFORMANCE COUNSELING PROCESS IS CONTINUOUS AND PRIMARILY THE RESPONSIBILITY OF THE COMMANDER. THE ENLISTED CAREER COUNSELORS ARE A RESOURCE AVAILABLE TO REINFORCE COMMANDERS TAKING CARE OF THEIR MARINES. COMMANDERS AND SERGEANTS MAJOR SHOULD ENCOURAGE THEIR MARINES TO TAKE ADVANTAGE OF THIS SERVICE PRIOR TO SPEAKING TO THEIR MONITOR AND DISCUSSING CAREER MOVES. CAREER COUNSELORS DO NOT HAVE ACCESS TO INDIVIDUAL RECORDS WHILE TRAVELING. MARINES DESIRING CAREER COUNSELING MUST PRE-ORDER THEIR RECORDS DIRECTLY FROM THE CMC (MMSB). WHEN THEY SEE THE COUNSELOR, THEY MUST HAVE WITH THEM THEIR OFFICIAL MILITARY PERSONNEL FILE (OMPF) ON CD ROM AND THEIR MASTER BRIEF SHEET. 5. ENLISTED MONITORS WILL BE AVAILABLE FOR INTERVIEWS FOLLOWING CAREER BRIEFS. FACE-TO-FACE DISCUSSION WITH THE MONITORS ENSURES CLEAR COMMUNICATION WITH REGARD TO THE DESIRES OF THE INDIVIDUAL AND THE NEEDS OF THE CORPS. 6. MAXIMUM PARTICIPATION FROM ALL LEVELS OF COMMAND IS DESIRABLE. A DETAILED SCHEDULE FOR EACH MAJOR SUBORDINATE COMMAND WILL BE PUBLISHED BY THIS HEADQUARTERS AT LEAST 30 DAYS PRIOR TO THE VISIT. 7.
