Fiscal Year 2017 (FY17) Active Reserve Prior Service Recruiter Screening 1-17

This MARADMIN directs the screening of eligible Marines for service as Prior Service Recruiters (PSR) and assignment to Basic Prior Service Recruiter Course (BPSRC) 1-17 convening on 24 October 2016. Fifteen Marines (4 Staff Sergeants and 11 Sergeants) are identified for screening by their commands and interviews with PSR career recruiters. Screened packages must be submitted via Total Force Retention System (TFRS) no later than 21 August 2016.

1.  This message directs the screening of Marines Eligible for service as a Prior Service Recruiter (PSR) and assignment to the Basic Prior Service Recruiter Course (BPSRC) 1-17 convening on 24 October 2016.  Marines will be screened by their commands in accordance with reference (a) and will be interviewed by a prior service recruiting, career recruiter.  All new screenings will utilize references (b) and (c).  The former special duty assignment (SDA) checklist is no longer accepted by RAM-2 or SDA schools.<br>
2.  The Marines identified in paragraph 7 are eligible for service as a PSR.  This roster was generated based on a number of qualifying factors.  Marines assigned to deployed units or units scheduled to deploy were removed.  Marines possessing a critically short PMOS were removed.<br>
3.  Action<br>
    a.  Commanders and the nearest PSR career recruiter will screen and interview the Marines listed in paragraph 7.<br>
    b.  Marines will schedule an interview with the nearest PSR, career recruiter.  The uniform for this interview is Dress Blue Delta and the Marine Corps physical training (PT) uniform.  Marines will have in their possession certified true copies of complete page 3, 11, chronological record screen, unit punishment book (if applicable), record of emergency data (RED), basic individual record (BIR), basic training record (BTR), and the completed and endorsed Commanding Officer screening and interview guide including financial worksheet.  A physical exam must be completed prior to meeting with a PSR representative.<br>
    c.  Proof of security clearance or open investigation.  All applicants must have their security manager complete a security clearance verification letter and include this letter in their package.<br>
    d.  No later than 21 July 2016, commands must provide RAM-2 with a roster of Marines not available for screening with justification via Automated Message Handling System (AMHS) to the following Plain Language Address (PLAD):  CMC Washington DC MRA RA RAM.  E-mail notification will not be accepted.  Non-availability for screening will not preclude assignment to PSR duty.<br>
    e.  All Marines registered with the Exceptional Family Member Program (EFMP) must identify this during the screening interview.  Enrollment in EFMP does not disqualify the Marine; however, the location of assignment will be based on the recommendation of the HQMC EFMP coordinator.<br>
4.  All screened packages are due to HQMC (RAM-2 SDA) via Total Force Retention System (TFRS), NLT 2359 EST, 21 August 2016.  Packages failing to meet the minimum requirements, per reference (a), will be returned without action.<br>
5.  The TFRS request must include the following:<br>
    a.  Command endorsement.<br>
    b.  Commanding Officers Screening/Interview Guide for Special Duty Assignment (1326) per reference (b).<br>
    c.  Commanding Officers Financial Worksheet (1326) per reference (c).<br>
    d.  Current photograph in accordance with reference (d).<br>
