Solicitation for the FY27 Risk Management Safety Officer Pilot Course

1.  Purpose.  This message announces the curriculum 
and timelines for execution concerning the FY27 Risk Management 
Safety Officer (RMSO) pilot Course.  This course professionalizes 
personnel assigned responsibility for risk management, safety, 
reporting, investigations, and standardization within Marine Corps 
operating forces and supporting organizations.
1.a.  The FY27 RMSO pilot course dates are as follows:

2.  Background.  Following the 2020 and 2022 ACV mishaps, the 45th 
Executive Safety Board directed the ACV community to implement a 
Department of Safety and Standardization (DOSS) model by FY28.  
Current courseware does not satisfy the requirement to develop 
personnel capable of operating/supporting a functional Ground DOSS. 
Expanded course content, akin to the Aviation Safety Officer course 
but tailored to the ground combat community, is needed to adequately 
prepare leaders to apply modern risk management standards to 
operations.
3.  Course Overview.  This course will focus on five core areas:
3.a.  Crew Resource Management (CRM)/Team Resource Management (TRM): 
Discuss the seven Mission Critical Skills and apply threat and error 
management principles to improve crew and team performance, identify 
operational threats and errors, and mitigate associated risk.
3.b. Safety Management System (SMS):  Develop a risk management z
program in conjunction with SMS fostering a risk management culture 
from small unit leaders to the commander.
3.c.  Investigations.  Develop an understanding of mishap and 
incident investigation processes, including causal analysis, 
evidence collection, and available investigation resources and 
assistance.
3.d.  Reporting.  Conduct an in-depth analysis of reporting 
procedures and learn how to utilize reports for case studies to 
incorporate lessons learned for the unit.
3.e.  Medical / Human Factors.  Develop an understanding of human 
and medical factors and their effects on operational performance.
4.  Target population.  The target population for RMSO includes 
USMC/USN E6-E8, and O3-O4 appointed as Ground DOSS or those charged 
with their unit's risk management/safety or standardization program. 
4.a.  For the FY27 pilot, ground commanders may also attend, 
regardless of the target population identified, pending 
implementation of the Ground Safety Commander's course in FY-28.
4.b.  The course has a quota of 50 personnel. 
5.  Administrative and Logistics Information.
5.a.  Funding.  Participants' commands are responsible for
funding.
5.b.  Uniform.  Woodland MARPAT.
5.c.  Reference materials.  All reference materials are available
on site. 
5.d.  Nomination packages must be submitted using the nomination

submit completed forms no later than 23 Oct 26.  Submission of a 
nomination does not constitute course acceptance.
5.e.  Selected attendees will be notified no later than 2 Nov 26. 
Commands should not finalize travel arrangements until selection is 
confirmed.
