Modification to the Exceptional Family Member Program Outside Continental United States and Designated Remote Continental United States Assignment Review Process

This MARADMIN modifies the Exceptional Family Member Program (EFMP) assignment review process for OCONUS and designated remote CONUS locations by eliminating the separate EFMP review requirement. Effective immediately, EFMP-enrolled Marines will follow the same Overseas Suitability Screening (OSS) timeline as non-enrolled Marines, removing duplicative reviews and streamlining the assignment process for families with special needs.

1.  Purpose.  This MARADMIN informs the force of the
modification to the Exceptional Family Member Program (EFMP) Outside
Continental United States (OCONUS) assignment review process.  This
change streamlines and simplifies the screening procedure for
Marines and their family members, aligning EFMP-enrolled Marines
with the standard Overseas Suitability Screening (OSS) timeline.
2.  Background.  In accordance with reference (a), all Marines and
their family members must initiate OSS upon receipt of an OCONUS or
designated remote Continental United States (CONUS) assignment,
regardless of EFMP enrollment status.  Previously, EFMP-enrolled
families were required to complete a separate EFMP review prior to
initiating the OSS process.  This created a duplicative review of
medical and educational requirements and delayed the assignment
process for EFMP-enrolled families compared to their non-enrolled
peers.
2.a.  Effective immediately, the EFMP OCONUS assignment review is
eliminated to include designated remote CONUS locations, Hawaii and
Alaska.  This modification removes the duplicative review of medical
and educational needs for EFMP-enrolled families, allowing them to
initiate their OSS process in a comparable timeframe to non-enrolled
peers.
2.b.  The Bureau of Medicine and Surgery (BUMED) remains the
determining authority for medical, dental, and educational
suitability for all Marines and their family members for overseas or
designated remote CONUS assignments.
2.c.  Per reference (b), designated remote CONUS locations are:
Bridgeport, CA; San Clemente Island, CA; San Nicolas Island, CA; Key
West, FL; Fallon, NV; Sugar Grove, WV; Kodiak, AK; Barking Sands,
HI; and all of Hawaii and Alaska for medically enrolled EFMP family
members only, per reference (c).
3.  In accordance with reference (d), the Headquarters, United
States Marine Corps (HQMC) Family Member Travel Screening (FMTS)
Cell serves as the primary liaison for Marines, monitors, and
commands with BUMED.  It provides proactive support and individual
assistance for Marines and their families navigating the OSS

4.  This MARDMIN applies to the Active Component, members of the
Selected Reserve, Marines on Active-Duty Operational Support Orders,
their family members, and when authorized by law, other populations
such as civilian personnel.
5.  This MARADMIN is cancelled once incorporated into reference (e).
6.  Release authorized by Lieutenant General William J. Bowers,
Deputy Commandant for Manpower and Reserve Affairs.
