1. Headquarters Marine Corps Command, Control, Communications and Computers (HQMC C4) Strategic Planning (CS) coordinated closely with Total Force Structure Division (TFSD) and Manpower and Reserve Affairs (MRA). 2. HQMC C4 conducted a communications function review, capability group assessment, and a subsequent in-depth skillset analysis. The purpose of this working group was to posture the community to support emerging command and control requirements, adapt to rapid changes in technology and enable operations within a dynamic information environment. As a result of the analysis, the working group realigned skillsets, developed a new Military Occupational Specialty (MOS) structure, and derived a deliberate career progression combined with mandatory training requirements to provide a more robust professional force.
