MARADMIN 514/26

Forthcoming Changes to Implement Reserve Excess Billet Identification Code Indicators for Temporary Personnel Management

This MARADMIN announces forthcoming changes to Reserve Component personnel management procedures, establishing Excess Billet Identification Code Indicators (EBIs) to allow Reserve Marines to attend professional military education or serve on ADOS orders without being transferred to the Individual Ready Reserve. This change preserves Selected Reserve status and associated benefits such as TRICARE Reserve Select eligibility and Transfer of Education Benefits service obligations.

Issued: October 20, 2026
1. Purpose. To provide advance notification of
forthcoming changes to reference (a) and publication of reference (b)
to establish interim procedures for assigning Reserve Component (RC)
Marines to authorized Excess Billet Identification Code Indicators
(EBIs) for temporary personnel management, attending qualifying
professional military education (PME), and serving on Active Duty
Operational Support (ADOS) orders.
2. Background. When RC Marines attend PME or accept ADOS orders,
parent commands have historically transferred those Marines to the
Individual Ready Reserve (IRR) to vacate the BIC formerly held by the
Marine. This administrative practice unnecessarily changes a
Marine's Selected Reserve status and may adversely affect benefits
associated with continued Selected Reserve participation, including
TRICARE Reserve Select (TRS) eligibility and satisfaction of Transfer
of Education Benefits (TEB) service obligations.
3. Effective upon publication of this message, commands will not
transfer a Marine to the IRR solely to vacate a BIC in lieu of
forwarding the Marine's request for assignment to an applicable EBI.
Commands will forward such requests to the appropriate HQMC authority
for determination. A Marine will not be transferred to the IRR solely
to vacate a BIC while a request is pending. Approved EBI assignments
will be reported in the Inventory Development and Management System
(IDMS).
4. Marines in Selected Marine Corps Reserve (SMCR) units.
4.a. PME. SMCR Marines enrolled in non-resident PME may request
assignment to EX011 for a period not to exceed two years. HQMC (RAM)
is the approval authority.
4.b. ADOS. SMCR Marines accepting ADOS orders may request
assignment to EX098 to preserve personnel accountability and Selected
Reserve status. HQMC (RAP-2) is the approval authority. Marines in
EX098 who are not on active duty will be included in BIC Alignment
Plan (BAP) cycles.
5. Individual Mobilization Augmentee (IMA) Marines.
5.a. HQMC may authorize assignment of IMA Marines to an IMA EBI
EX098 when required to preserve accurate personnel accountability,
maintain Selected Reserve status, or support HQMC-directed manpower
actions when no valid IMA BIC is immediately available.
5.b. IMA EBIs are temporary administrative assignments and do not
create additional structure or funding. Assignment to an IMA EBI will
be made by HQMC (RAP-3) only and may be used to support temporary
assignment flexibility, including, but not limited to, ADOS orders,
PME attendance, pending structure corrections, or other HQMC-directed
actions.
5.c. IMA Marines assigned to EBI EX098 are not authorized to perform
duty in support of their IMA unit while in this status, including
travel, IDT, off-site IDT, additional training periods (ATPs), or
annual training (AT), unless they are reassigned to a valid, duty-
authorizing BIC. The applicable tour-length limitation is waived for
the length of the Marine's active-duty orders. EBI EX098 will not
otherwise be used to bypass approved structure or established BIC
assignment procedures.
6. Commands remain responsible for correcting BIC discrepancies and
ensuring Marines return to a valid BIC in accordance with applicable
BAP procedures.
7. This MARADMIN is applicable to the Marine Corps Reserve.
8. Release authorized by Brigadier General Guillermo Rosales Jr.,
Director, Reserve Affairs Division.
