FY06 Enlisted Grade Structure Review (EGSR) Updated Procedures and Administrative Instructions

This MARADMIN provides updated procedures and administrative instructions for the FY06 Enlisted Grade Structure Review (EGSR), specifically addressing the remainder of Phase II. The review timeline has been extended by six months to incorporate a comprehensive purging and standardization of the MOS Manual, with final completion now scheduled for the February 2007 production run instead of August 2006.

1. PURPOSE. THIS MESSAGE PROVIDES DETAILED
PROCEDURES AND ADMINISTRATIVE INSTRUCTIONS FOR THE REMAINDER OF 
PHASE II, AND OUTLINES THE PLAN OF ACTION AND MILESTONES FOR THE 
REMAINDER OF THE FY06 EGSR.
2. BACKGROUND 
 A. REF A DIRECTED DC, M&RA AND DC, CD&I TO CONDUCT A
GRADE STRUCTURE REVIEW. REF B ANNOUNCED THE FY06 EGSR AND REF C 
PROVIDED FURTHER DETAILS. REF D OUTLINED THE GOALS AND PROCEDURES
FOR PHASE I OF THE EGSR, WHILE REF E DID THE SAME FOR PHASE II. 
 B. PER THE REFS, THE FY06 EGSR WAS TO BE COMPRISED 
OF THREE PHASES, TAKE APPROXIMATELY 16 MONTHS TO COMPLETE, AND SPAN
THREE PRODUCTION RUN CYCLES. PER REF C, THE OBJECTIVES OF PHASE II 
WERE TO CLEANSE ALL MANPOWER REQUIREMENTS DATA (TO INCLUDE A REVIEW 
OF THE ATTRIBUTION OF B-BILLETS TO PMOS) UTILIZING THE HUMAN 
RESOURCE DEVELOPMENT PROCESS (HRDP) AND TOTAL FORCE STRUCTURE 
MANAGEMENT SYSTEM (TFSMS) BUSINESS RULES AGREED UPON DURING PHASE I.
THE CLEANSED DATA WAS THEN TO BE UPLOADED INTO TFSMS PRIOR TO THE 
FEB 2006 PRODUCTION RUN.
 C. IN KEEPING WITH THE GOALS OUTLINED FOR PHASE II, THE EGSR
WORKING GROUP (WG) DECIDED TO ASSIST TRAINING AND EDUCATION
COMMAND (TECOM) IN THEIR EFFORTS TO STANDARDIZE AND TRANSFORM
MCO P1200.16, MILITARY OCCUPATIONAL SPECIALTIES MANUAL (MOS MANUAL)
INTO A DATA-BASED RESOURCE. THESE MODIFICATIONS TO THE MOS MANUAL 
INCREASE THE ABILITY TO ACCURATELY CAPTURE MANPOWER REQUIREMENTS, 
AND ENABLES AN ELECTRONIC INTERFACE BETWEEN THE NEW AUTOMATED CAREER 
RETENTION SYSTEM AND THE MOS MANUAL.
 D. ALTHOUGH THIS EFFORT EXTENDS THE WORKING TIMELINE OF THE EGSR
BY SIX MONTHS, ALL EGSR PRODUCTS WILL BE IN PLACE IN TIME TO AFFECT
FY08 STRUCTURE AS ORIGINALLY PLANNED, AND THE END PRODUCT WILL BE 
IMPROVED BECAUSE USERS WILL BE SHAPING THE MOST ACCURATE STRUCTURAL 
REQUIREMENTS POSSIBLE.
3. PROCEDURES AND INSTRUCTIONS.
 A. PHASE II CONTINUES TO TAKE PLACE THROUGH 28 FEB 06, THE FOCUS
OF EFFORT IS THE PURGING OF THE MOS MANUAL.
 B. AN MOS MANUAL WG WAS FORMED WITH MEMBERS OF TOTAL FORCE 
STRUCTURE DIVISION (TFSD), RA, MPP-50, MMEA, MMOA, MI, AND TECOM. 
ITS GOAL WAS TO FIND THE MOST EFFICIENT AND EFFECTIVE WAY TO 
STANDARDIZE THE MOS MANUAL IN ORDER TO MOST ACCURATELY CAPTURE 
MANPOWER REQUIREMENTS, AND AFFECT THE ELECTRONIC INTERFACE BETWEEN 
IT AND THE NEW AUTOMATED CAREER RETENTION SYSTEM. AS OF 31 OCT 05, 
THE WG HAS CONCEIVED NEW CATEGORIES AND TYPES OF MOS'S, AND HAS RE-
DISTRIBUTED ALL CATEGORY B, SPECIAL EDUCATION PROGRAM, AND 
IDENTIFYING AND REPORTING MOS'S INTO THESE NEW TYPES AND CATEGORIES.
THE WG HAS ALSO EARMARKED ALL MOS'S WITHOUT ASSOCIATED STRUCTURE FOR
DELETION.
 C. THE WG IS CURRENTLY STAFFING ITS RESULTS VIA MCATS AND EMAIL 
TO ALL THE ADVOCATES AND OCCUPATIONAL FIELD SPONSORS FOR CONCURRENCE 
BEFORE IMPLEMENTING THE CHANGES WITHIN THE TOTAL FORCE STRUCTURE 
MANAGMENT SYSTEM (TFSMS), MOS MANUAL, AND THE MARINE CORPS TOTAL 
FORCE SYSTEM (MCTFS). CONCURRENCE / NON-CONCURRENCE SHOULD BE 
TRANSMITTED TO TECOM POC MR RANDEL WEBB BY 02 DECEMBER 05.
 D. DUE TO THE MOS MANUAL PURGING EFFORT, CONCLUSION OF THE EGSR 
WILL NOW BE THE FEB 07 PRODUCTION RUN VICE THE AUG 06 PRODUCTION 
RUN. THE NEW TIMELINE IS AS FOLLOWS: PHASE II MISSION COMPLETE BY 
FEB 06 PRODUCTION RUN, PHASE III DATA CLEANSING MISSION COMPLETE BY 
AUG 06 PRODUCTION RUN, AND PHASE IV GRADE SHAPING MISSION COMPLETE 
BY FEB 07 PRODUCTION RUN.
