This MARADMIN solicits applications for the FY17-01 Marine Corps Systems Command (MCSC) Acquisition Screening and Slating (MASS) Program Manager Panel. Ten Program Manager positions at MCSC in Quantico and Stafford, VA are available for qualified O5/O6 Marine Acquisition Officers (MOS 8061) and NH-IV Acquisition Professionals, with anticipated fill dates around June 1, 2017.

1. Per the reference, the purpose of this MARADMIN is to solicit applicants for the FY17-01 MASS Program Manager (PM) Panel. MCSC PM billets are Critical Acquisition Positions (CAPs). CAPs are senior acquisition positions with significant responsibility, primarily involving supervisory or management duties, in acquisition systems. Among the requirements for PM CAP billets are Defense Acquisition Corps (DAC) membership, Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in the Program Management career field and a current Continuous Learning (CL) certificate as documented via the Navy eDACM transcript. The MASS Panel implements the process identified in the reference and complies with all statutory and regulatory requirements. The DON Director, Acquisition Career Management (DACM) provides oversight into the process.<br> 2. The following Ten (10) PM Command Equivalent positions require a signed three-year tenure agreement, are open to qualified O5/O6 or O5/O6 (Select) Marine Acquisition Officers- Ground (MOS 8061) and Current MCSC/PEOs NH-IV Acquisition Professionals, are located in the Quantico and Stafford, VA area and are anticipated to be filled on or about 1 Jun 17 (read in one column):<br> BILLET<br> PM Individual and Crew Served Small Arms and Optics, Portfolio Manager (PfM) Ground Combat Element Systems (GCES)<br> PM Individual Clothing and Combat Equipment, PfM GCES<br> PM Fires and Supporting Arms Equipment, PfM GCES<br> PM Engineer Systems, PfM Logistics Combat Element Systems (LCES)<br> PM Supply and Maintenance Systems, PfM LCES<br> PM Command and Control Systems, PfM Command Element Systems (CES)<br> PM Communications Systems, PfM CES<br> PM Network and Infrastructure, PfM Supporting Establishment Sys(SES)<br> PM Strategic Sourcing and Customer Support, PfM SES<br> PM Applications, PfM SES<br> Applicants for PM Fires and Supporting Arms Equipment and PM Network and Infrastructure must be able to obtain and maintain a Top Secret/SCI clearance.<br> 3. The MASS Panel will consist of senior military and civilian acquisition professionals including General Officers and Senior Executive Service members from DON Headquarters Marine Corps Stakeholder organizations as appropriate. The above selections may force an out of cycle (before Spring 2017) MASS Panel if selectees create a critical must-fill situation. Out of cycle vacancies will be advertised via official solicitation.<br> 6. Applications are due at 1200 EST on 29 Nov 2016. Qualified military and MCSC/PEOs civilians may obtain official solicitation from the message POC.<br> 7. MCSC, as the Executive Agent for Acquisition Training and Education, will verify all acquisition certifications, workforce experience, and academic qualifications prior to the panel.<br> 8.
