Physical Inventory Control Guidance During Civilian Responsible Officer Separation from Equipment for More Than 60 Days

This MARADMIN provides guidance for maintaining accountability of equipment assigned to civilian Responsible Officers (ROs) during interruptions in government service, such as government shutdowns, when they may be separated from their equipment for more than 60 days. It requires all Commanding Officers to ensure civilian ROs appoint uniformed Responsible Individuals (RIs) to their property sub-custody accounts and outlines three options for conducting required physical inventories when civilian ROs are unavailable.

1. PURPOSE. To provide guidance to the Marine Corps 
Total Force on maintaining accountability of equipment sub-custodied 
to a civilian Responsible Officer (RO) when there are interruptions 
in government service (i.e., government shutdown).
2. BACKGROUND. A civilian RO may be subjected to unplanned 
separation from equipment listed on their property sub-custody 
accounts due to interruptions in government service, such as a 
government shutdown. Ref a requires quarterly or semi-annual (if 
approved in writing by the Commanding Officer/Accountable Officer 
(CO/AO)) physical inventories of sub-custody accounts to be 
conducted by an appointed RO, and for a new RO to be appointed in 
writing by the CO/AO when a RO is separated from their assets for 
more than 60 calendar days.  Ref A also states that the CO/AO can 
waive the requirement to appoint a new RO if the property is in the 
possession of an appointed Responsible Individual (RI).
3. GUIDANCE. Commanding Officers shall ensure all civilian 
Responsible Officers appoint a uniformed RI to their property 
sub-custody accounts.
3.a. For Commanding Officers that have appointed a civilian RO and 
the RO is not available to conduct a required physical inventory due 
to interruption in government service, one of the following options 
will be taken:
3.a.1. Appoint a new RO to conduct the inventory.
3.a.2. If a RO has delegated their custodial responsibility for all 
the property on their sub-custody account to a RI prior to a 
government shutdown, the RI may conduct the physical inventory in 
the absence of the RO.
3.a.3. If, in extenuating circumstances, a RO has not appointed a 
uniformed RI prior to a government shutdown, the CO/AO may appoint a 
uniformed RI to that property sub-custody account. The RI 
appointment letter will reference this MARADMIN and shall be 
terminated upon return of the civilian RO.
4. APPLICABILITY. This guidance applies to all Commanding Officers/
Accountable Officers that have appointed a civilian RO to a property 
sub-custody account. 
5. This MARADMIN will remain in effect until canceled.
