Interim Guidance to Support Administrative Processing of National Driver Registry Motor Vehicle Record Checks for Tactical Motor Transport Equipment Operators

This MARADMIN provides interim guidance for processing National Driver Registry (NDR) checks for tactical motor transport equipment operators due to the Department of Transportation's transition from paper to electronic processing systems. The Marine Corps is developing a secure IT solution to interface with the new online system, with initial connection capability projected for the second quarter of FY16.

1.  The purpose of this MARADMIN is to provide interim guidance for the administrative processing of National Driver Registry (NDR) checks due to policy changes within the Department of Transportation (DOT) National Highway Traffic Safety Administration (NHTSA), as set forth in references A and B.

2.  As of 1 March 2015, the DOT NHTSA no longer processes paper NDR check requests and has transitioned to an electronic on-line processing system.  The DOT has asked the USMC to work directly with the NHTSA to develop an interface system that connects directly with their online capability.

3.  HQMC is currently working on a secure file transfer protocol information technology (IT) solution with a projected initial connection capability scheduled for the second quarter of FY16.  This will enable the submission of licensing applications electronically, while adhering to security protocols to protect personally identifiable information (PII).  When secure portals are established and processes developed, NHTSA will subsequently evaluate and approve the USMC system interface for information data transfer.

4.  This suspension will remain in effect until rescinded and new policy and/or procedures are provided by HQMC via SEPCOR.
