Marine Corps eLearning Ecosystem (MCeLE) Content Management and Removal Policy Update
This MARADMIN updates the Marine Corps eLearning Ecosystem (MCeLE) content management and removal policy to enhance platform performance and reduce costs. It establishes requirements for content owners, course managers, and curriculum developers to maintain current, relevant learning materials and remove obsolete content according to specified timeframes. The policy is effective immediately and applies to all organizations and personnel hosting content on MCeLE.

1. Purpose. To enhance the performance and reduce the cost burden of MCeLE, this MARADMIN provides guidance and amplifying instructions for the updated content management and removal policy detailed in the reference (a). The mission is to ensure effective content management, enforce the timely removal of obsolete materials, and mandate the appropriate use of ecosystem components. 2. Background. The previous guidance on this subject is hereby superseded. The new policy, reference (a), and the quick facts book, reference (b), establish the framework for a proactive culture of digital content management across the Marine Corps. 3. Discussion. Effective immediately, all organizations and personnel hosting content within the MCeLE platform will adhere to the policies outlined in reference (a). The intent is to ensure that learning materials hosted on MCeLE are relevant, current, and stored in the correct system component to optimize the user experience and reduce costs. Content owners, course managers, and curriculum developers are responsible for compliance. Users with elevated permissions (e.g., course managers, content owners) are required to complete the MCeLE Marine Digital Educator Program Curriculum to gain the necessary knowledge and maintain their system permissions. 4. Key Policy Points: 4.a. MCeLE Component Usage. Content must be hosted in the appropriate MCeLE application to support its intended use case. Reference (b) provides an overview of each component. Key components include: (1) Communities (Verint Community) (2) Content Controller (Self-paced) (3) Digital Library (4) Instructor-led LMS (Moodle) (5) Marine Video Services (MVS) (6) Questionmark (7) Virtual Learning Environment (VLE) (Adobe Connect) 4.b. Content Removal and Disposition. All content and courses held past the established timeframes are subject to removal. (1) All content owners are required to review their hosted content every three years and remove any unnecessary or outdated materials. (2) Course Planning Records will be destroyed 10 years after being superseded or becoming obsolete. (3) General Operations information will be destroyed three years after the end of the calendar year. (4) Transitory Records will be destroyed one year after the end of the calendar year. 4.c.
