1. In support of references (a) and (b), the purpose of this MARADMIN is to solicit qualified Marines to screen for lateral move into Primary Military Occupational Specialty (PMOS) 4133 Marine Corps Community Services (MCCS)Marine and to publish the screening and assessment process. Manpower and Reserve Affairs (M&RA) has categorized the 4133 PMOS as a critical career force skill shortage. The demand for qualified Marines to lateral move into the 4133 PMOS will remain high for the foreseeable future. 2. MCCS Marines provide Quality of Life services to Marines in the field and in garrison. These Marines support military training and operations locally and globally. MCCS Marines support plans and execute functions pertaining to retail operations, fitness and recreation operations, club and food operations, and morale-improving competitions. 3. While the essential technical and operational skills are learned through six (6) months of On-the-Job Training (OJT), there are certain innate qualities that MCCS Marines must possess. MCCS Marines must think critically, communicate clearly, and bring interpersonal skills, flexibility, and creativity. Marines who lateral move into MCCS will primarily have civilian staff as their direct supervisors and subordinates while in garrison. Due to the nature of this work environment, applicants are expected to demonstrate the highest level of professionalism and be able to work independently and decisively. These traits will be evaluated by an interview with a Master Gunnery Sergeant, Master Sergeant, or Gunnery Sergeant serving in the MOS. Gunnery Sergeants will have observed at least two (2) interviews and then been observed for two (2) interviews before conducting interviews independently. 4. MCCS Marines can operate independently or as part of a small team. These teams are commonly known as Warfighter Express Service (WES) Teams and are utilized for large-scale exercises. For smaller exercises, the same support is provided with a smaller team with as few as two (2) Marines. Throughout their career, Marines in the MCCS Occupational Field (OccFld) will have opportunities to deploy and support the Marine Expeditionary Forces (MEF) in a wide variety of locations, both in local field exercises and forward deployed operations. They may also be tasked to support Joint, Interagency, or international partners conducting training and operations. 5. Interested Marines should review the references and contact the 4133 Monitor through their Career Counselor to locate the nearest MCCS Staff Noncommissioned Officer-In-Charge (SNCOIC) to request an interview. 6. Marines requesting a lateral move must coordinate with their Career Counselor to process a reenlistment or extension. 7. Prerequisites. The following are the prerequisites for lateral move into the 4133 PMOS: 7.a. Must be a volunteer Corporal (no Time in Grade requirement) or junior Sergeant (no more than 2 years Time in Grade) from any MOS. Sergeants must not be in zone for promotion. 7.b. Must possess one of the following: 7.b.(1). General Technical (GT) score of 110 or higher. 7.b.(2). General Technical (GT) score of 105 AND a Clerical (CL) score of 105 or higher. 7.b.(3). General Technical (GT) score of 105 AND Electrical (EL) score of 105 or higher. 7.b.(4). Waivers will not be granted for scores. 7.c. Must successfully complete OJT and maintain 1st Class Physical Fitness Test (PFT) and Combat Fitness Test (CFT) scores. Failure to do so may lead to reclassification to the Marine's original MOS or assignment to a different MOS. 7.d. Must be eligible for a Secret security clearance. 7.e. Must agree to an obligation of at least 48 months of service when approved for lateral move into the 4133 PMOS, executed via reenlistment or extension. 7.f. Must be worldwide deployable when approved for lateral move into the 4133 PMOS per reference (d). 7.g. Must be interviewed by a Master Gunnery Sergeant, Master Sergeant, or Gunnery Sergeant in the MCCS MOS. 7.g.(1). Marines must provide the following documents to the MCCS Marine conducting the interview at least three (3) days prior to the interview: 7.g.(1).(a). Reenlistment, Extension, and Lateral Move (RELM) package through at least their current OIC/SNCOIC with comments and signatures. 7.g.(1).(b). Completed First Term Evaluation Sheet. 7.g.(1).(c). Security clearance verification letter from their Command Security Officer or Special Security Officer confirming their current security clearance. 7.g.(1).(d). Personal statement (one paragraph) detailing why they want to become a MCCS Marine. 7.g.(2). The interview may be conducted face-to-face, telephonically, or virtually. Upon completion of the interview, the interviewer will forward the package to the Marine's Career Counselor and OccFld Sponsor if recommended for lateral move. If not recommended for lateral move, the Marine's Career Counselor will be notified via phone or email. 7.g.(3). The completed package submitted to the Career Counselor and OccFld Sponsor will consist of the First Term Evaluation Sheet, recommendation letter from the Marine's current OIC/SNCOIC, and recommendation letter from the MCCS Marine who conducted the interview. 8. Marines approved for lateral move will be scheduled for Permanent Change of Assignment (PCA) orders. 9. This MARADMIN is not applicable to the Marine Corps Reserve. 10.
