2.E.1. During FY27, Deputy Commandant Program & Resources will be
testing Miscellaneous Payment (MISC Pay), Other Environmental and
Disposal Liabilities (OEDL), and Real Property. P&R will provide
details for the testing via separate correspondence.

2.E.2. During Q2 FY27, FSMAO will conduct Existence & Completeness
(E&C) testing at designated Marine Corps Ammunition Supply Points
(ASPs) and Reparable Issue Points (RIPs) to monitor physical
inventory controls and validate the remediation of prior audit
findings.

2.E.2.A. The following are the core objectives:

2.E.2.A.1. Physical Asset Monitoring - Assess the operating
effectiveness of internal controls over physical assets under the
physical inventory control program.

2.E.2.A.2. Marking & Tagging Remediation - Monitor and validate the
corrective actions taken to remedy outstanding marking and tagging
discrepancies.

2.E.2.A.3. IPA Audit Validation - Validate that all exceptions,
deficiencies, and observations identified during the FY26 Independent
Public Accountant (IPA) audit have been fully corrected.

2.E.2.B. Site Selection: Targeted ASPs and RIPs will be designated
through coordination with PdM Ammo and Logistics Sustainment Branch
(LPS). Designated activities will receive advance
coordination/notification through LPC-1.

2.E.2.C. Command Announcement: Official notification of selected
Commands and DoDAACs will be disseminated to Major Commands in
January 2027. The onsite testing will begin in February 2027.

2.F. LPC-1 will partner with Functional Advocates (FAs) to complete
SOC-1 Evaluations. FAs will verify scope, map Marine Corps controls
to applicable CUECs (justifying any exclusions), and address noted
exceptions. SOC 1 review and CUEC Testing to be assessed by
respective Functional Advocate (FA) (read in three columns):

2.G. LPC-1 is assessing critical system controls (access,
configuration, interface, and segregation of duties) across Marine
Corps I&L financial systems. This effort helps system owners mitigate
risk, ensure compliance, and secure the trusted data driving mission
readiness. Marine Corps Owned System Information Technology General
Controls (ITGC) to be assessed are (read in three columns):

3. Coordinating instructions.

3.A. Assessment Notification. Thirty days prior to a scheduled
assessment, the regional FSMAO Director or LPC-1 representative will
provide organizations with a notification message and coordinate
additional requirements
(in-brief, assessment timelines, out-briefs, etc.).

3.B. Personnel Availability. To ensure the assessment schedule is
followed, each organization must ensure that all key personnel or
control performers (CO/AO, executive officers, G/S-4s, supply
officers, supply chiefs, supply personnel, maintenance management
officers, maintenance management chiefs, maintenance officers and
chiefs, commodity OICs, responsible officers, and commodity key
billet holders) are available throughout the assessment.

3.C. Results. Within ten working days of the conclusion of an
assessment, the Regional FSMAO Director or LPC-1 representative will
provide assessment results to Assistant Deputy Commandant,
Installations and Logistics (LP) for review and approval.

3.D. Final Assessment. Upon final review, ADC I&L (LP) will provide
the assessed command or unit (paragraph 2.A through 2.F) with a final
assessment. The final assessment will be delivered, via ETMS2,
through the assessed unit's chain of command. If a CAP is required,
the assessed unit will create a CAP to remedy the deficiencies.

3.E. Findings: Based on the results of an assessment, HQMC will issue
findings based on specified internal control gaps or deficiencies.
Findings are issued based on the evidence collected by FSMAO and/or
LPC-1 for specified areas that require deliberate remediation.
Findings are categorized as follows:

3.E.1. Exception. A deviation from the expected process or control
outcome leading to an adverse condition or set of conditions assessed
across the command which merits attention from the commander and key
staff. Exceptions require a CAP; see paragraph 3.F for details.

3.E.1.A. The following discrepancies may result in the automatic
assignment of an exception: loss of accountability of government
property, impair or potentially impairs essential operations or
mission, significantly dilutes or destabilizes safeguards against
fraud, waste or abuse, and mismanagement of resources, significant
safety concerns, or demonstrates substantial noncompliance or results
in regulatory violations.

3.E.2. Observation. A noted weakness, risk, or improvement area that
may not rise to the level of a formal control failure. While a CAP is
not required for an Observation, the command is expected to review
and correct the issue as needed.

3.F. Corrective Action Plan (CAP) Process. The CAP process includes
development, implementation, completion, testing, and closure.
Commands develop remediation steps and milestones, obtain approval
from the first general officer, and implement their plan. Once
complete, the MSC conducts validation testing. If remediated
successfully, the CAP is submitted to the Senior Accountable Officer
(SAO) in the designated CAP management tool.

4. Administration and Logistics.

4.A. Schedule changes. Current schedule was precoordinated and
deconflicted with all scheduled Commands, as such, requests to change
the published assessment schedule will not be favorably endorsed by
ADC I&L (LP). Exceptions may be considered for unplanned unit
deployments in support of global operations; however, efforts to
assess remain-behind-elements will be prioritized. Route all schedule
change requests via ETMS2 to: USMC DC IL LP LPC FSMAO Program
Manager.

4.B. TEEP Integration. MSCs are responsible for notifying subordinate
units of upcoming assessments and ensuring assessments are included
on the units training exercise and employment plan (TEEP) to ensure
command awareness and maximum participation.

4.C. Assist Visits. An MSC may request assist visits for units that
need additional support. A Feasibility of Support (FOS) to LPC via
the chain of command shall include the specific functional area
details for an assist visit. The assist visit will be primarily
focused on training. LPC will determine the feasibility of support
based on operational tempo. Requesting units will provide adequate
funding for temporary additional duty (TAD) (travel, per diem, and
incidental expenses) to perform an assist visit. Effective FY27,
FSMAO will no longer provide assist visits to units during the same
fiscal year they are scheduled for a formal FSMAO assessment. Units
requiring assistance during their assessment year must utilize
organic readiness, compliance, and support resources available
through their direct chain of command or Major Subordinate Command.

5. Questions regarding this naval message will be directed to the
HQMC POCs or to the field offices listed above.

6. Release authorized by Major General M. E. McWilliams, Assistant
Deputy Commandant, Installations and Logistics (LP).
