Convening of the Fiscal Year 2027 Total Force Integrator Military Occupational Specialty Selection Board
This MARADMIN announces the convening of the Fiscal Year 2027 Total Force Integrator (TFI) Military Occupational Specialty Selection Board from 1-3 December 2026. The board will select Active Reserve (AR) Marines for TFI billets: Officers (Major to Lieutenant Colonel) for TFI Free MOS and Enlisted (Gunnery Sergeant to Master Sergeant) for TFI Primary MOS. Applications are due by 12 November 2026 via the online portal, and selectees will incur a 24-month utilization tour.

1. This MARADMIN announces the convening of the
Fiscal Year (FY) 2027 Total Force Integrator (TFI) military
occupational specialty selection board from 1-3 December 2026. The
board will select Officers for the TFI Free Military Occupational
Specialty (FMOS) and Enlisted for the TFI Primary Military
Occupational Specialty (PMOS). Active Reserve (AR) Marines who
desire to serve in large-scale force integration roles are encouraged
to apply to the TFI billets listed within this message.
2. Overview.
2.a. TFI Marines enable Total Force preparedness for large-scale
partial or full mobilization against peer adversaries. These
critical personnel execute detailed planning for the Total Force
Marine Corps to organize, train, and deploy in support of combatant
commands. Additionally, TFI Marines integrate the Total Force in
support of Global Force Management requirements and facilitate
support to exercises throughout the globe. TFI Marines are the
subject matter experts regarding Total Force capability integration
throughout the globe.
2.b. For AR Marines, TFI billets are vital to the implementation of
the Marine Corps' Total Force concept and the alignment of Reserve
capabilities with Active Component operations and exercises. Those
who serve in these critical roles enhance readiness and drive
operational cohesion throughout the Service. Success will require
strong leadership, strategic insight, and knowledge of both the
Reserve and Active components. Leaders who excel in these
integration billets gain valuable experience as they support
enterprise-wide mission success.
2.c. Reserve Affairs Manpower Management (RAM) seeks AR Program
applicants for the billets listed within this message. Additional
TFI billets, currently manned, may require additional primary
selectee's dependent upon promotion board selection results or other
unforeseen circumstances. All TFI billet assignments will be slated
by RAM-2 following board selections.
2.c.1 Officer Eligibility. Officers in the ranks of Major to
Lieutenant Colonel are eligible. Officers selected for Major are
eligible to apply.
2.c.2 Enlisted Eligibility. Enlisted Marines in the ranks of
Gunnery Sergeant to Master Sergeant are eligible. Marines selected
for Gunnery Sergeant are eligible to apply.
2.c.3 Primary and Alternate Selectees. Primary selectees must
complete all training requirements prior to arrival at their TFI
billet. Alternates will be selected, per grade, to mitigate primary
selectees who do not complete the required training, fail to obtain
the necessary billet security clearance level, or in the event other
TFI billet vacancies become available. Alternates may have the
opportunity to complete the mandatory training courses and serve
within a TFI billet, if required. Primary and alternate selectees
will incur a 24-month utilization tour upon entering a TFI billet.
Exceptions to the utilization tour duration will be considered on a
case-by-case basis. Marines selected for O-5 command within the AR
program will be allowed to depart their TFI 24-month utilization tour
early. TFI selectees are not authorized to submit for Return to
Active Duty (RAD) or Prior Service Enlistment Program (PSEP) during
their utilization tour.
3. Ineligibility.
3.a. Marines who are not currently serving in the AR Program with
the component code of B1.
3.b. Marines currently serving in an AR limited tour are not
eligible.
3.c. Marines currently serving on their AR accession tour.
3.d. Marines with an approved retirement, resignation, or who are
pending conditional release.
3.e. Marines who have been passed for promotion more than once in
their current grade and component.
3.f. Marines who will have not met their 24-month time on station
requirement by 1 August 2027.
3.g. Officers below the rank of Major.
3.h. Officers must have completed required PME for their current
grade, and must have completed the basic and advanced Total Force
Integration Staff Training (TFIST) courses at the time of application
submission.
3.i. Enlisted below the rank of Gunnery Sergeant.
3.j. Enlisted Marines must have completed required PME for their
current grade, and must have completed or be registered for the
advanced/enlisted TFIST course.
3.k. Marines who do not currently have a secret or higher-level
security clearance.
3.l. Exceptions to ineligibility will be considered on a
case-by-case basis. Any exceptions to policy must be endorsed by the
first O-6 in the applicant's chain of command and routed to RAM-3
POCs listed in this message for decision by the Director of Reserve
Affairs Division.
4. Certification and Training.
4.a. TFI FMOS or PMOS certification requires a Marine to be a
primary selectee by the TFI selection board, successfully complete
all required training courses, and be eligible for a TS/SCI level
security clearance. Marines can report and serve with an interim
TS/SCI level security clearance. AR Marines who have, prior to the
convening of the board, completed all required training courses must
submit an application to the TFI selection board and be
board-selected to receive the TFI FMOS or PMOS. Alternate selectees
will only obtain the TFI FMOS or PMOS once requested to fill a
primary vacancy and successful completion of all training and
security clearance requirements.
4.b. TFI FMOS or PMOS prerequisite courses, listed in sections 4c
through 4d, are not required to apply. Upon selection, all primary
selectees must complete prerequisite courses NLT 30 days after
release of the FY27 TFI MOS Selection Board Results MARADMIN.

4.c. Required TFI Officer FMOS Training Courses

7. Application Process.
7.a. The deadline for applications and updated material submissions
is 2359 EST on 12 November 2026. The web-based online application at
https: (slash) (slash) www2.manpower.usmc.mil/application_cac/ is the
only method to apply.
7.b. Applicants with an M&RA portal account will proceed to the
login process. Upon login, the system will validate basic individual
eligibility for application. Applicants should read the instructions
in their entirety before completing the application. The web-based
application allows the attachment of documents.
7.c. Applicants who do not have an M&RA portal account will receive
a "404" access error. Within the error message are instructions on
how to register for an M&RA portal account, which is available to all
applicants. Any applicant who cannot access the online application
should contact the POCs listed in this MARADMIN.
7.d. All application packages must contain PMOS monitor
acknowledgement. An email is sufficient for this requirement.
7.e. The application will consist of a Marine's Letter to the
President of the FY27 TFI MOS Selection Board. Marines who have
previously completed any TFI required training courses should provide
course certificates as enclosures to their application. Marines must
provide a proof of security clearance letter from their unit security
manager as an enclosure. The Reserve Qualification Summary and
Letters of Recommendation will not be considered in this board.
Incomplete applications will not be considered within the board.
7.f. Letter to the Board. Applicants must submit a signed letter to
the President of the FY27 TFI MOS Selection Board. The letter
template can be found on the M&RA RAM-3 webpage at
"https:(slash)(slash)www.manpower.marines.mil/Divisions/Reserve-
Affairs-Division/Reserve-Affairs-Management-RAM/Reserve-Affairs-
Management-Embeds/" under the "Reserve Programs and Boards (RAM-3)"
section, "Total Force Integrator" dropdown menu under supporting
documentation. The letter should outline their interest in pursuing
the TFI FMOS or PMOS and billet assignment. The "From" line will
consist of rank, first name, last name, EDIPI/MOS, and Marine Corps
component (USMCR). The "To" line will consist of "President, FY27
Total Force Integrator MOS Selection Board". The "Subject" will
consist of "LETTER TO BOARD PRESIDENT OF THE FISCAL YEAR 2027 TOTAL
FORCE INTEGRATOR MOS SELECTION BOARD".
7.g. Applicants must ensure that all documents are in a single,
portable document format (PDF) titled "EDIPI_TFI_LastName".
7.h. Once submitted, applicants will receive a confirmation email
that their application has been received. Hard copy applications
will not be accepted. All material submitted to the board will be
destroyed upon board completion.
7.i. Photographs. Photographs are used in the TFI Selection Board
per reference (d).
7.j. Fitness Reports. Fitness reports are due to CMC (MMPB-2) by
the timelines noted in reference (c). Reports mailed directly to the
President of the Board will not be added to a Marine's OMPF. For
fitness reports to become part of the OMPF, they must be submitted to
CMC (MMPB-2). The automated performance evaluation system (A-PES) is
the primary means of submitting fitness reports. Commanders are
ultimately responsible for the timely submission of fitness reports
to CMC (MMPB-2) and ensuring that all fitness report timelines are
adhered to per reference (c).
7.k. OMPF Material. Any documents that a Marine believes should be
part of their OMPF, other than fitness reports, must be populated
within their OMPF before the board convenes. The preferred and
fastest way to update one's OMPF is through the OMPF Records
Management Application (ORMA). This application empowers individual
Marines to take control of their OMPF. To access ORMA, go to the
M&RA website at www.manpower.marines.mil, under the "Divisions" drop
down menu select "Manpower Management", then select "Performance
Branch", then select "Records and Performance". Scroll to the bottom
of the page and select "Records Management" then select "OMPF Records
Management Application". Follow all instructions to register, audit,
and update an OMPF within ORMA.
7.l. Applicants will have the opportunity to rank the TFI billets
for which they are eligible within the application portal.
Applicants must rank all billets for which they are eligible from
most desired to least desired. Applicants will have the opportunity
to provide remarks/context for each of their prioritized choices
within the portal, which they are highly encouraged to utilize.
8. Administration.
8.a. Notification of Selection. The board will identify a primary
selectee for each billet. The board will also identify sufficient
alternates to meet billet requirements if primary selectees decline,
fail to complete training/security clearance requirements, or
otherwise cannot accept. Selection to serve within a TFI MOS billet
is considered a privilege and is highly advantageous to Marines
within the AR Program. The results MARADMIN will announce the
primary selectees. Alternate selectees will be listed on the RAM-3
website. Additional and unanticipated vacancies will be filled by
alternates.
8.b. Applicants selected as primaries or alternates who fill a
primary vacancy will receive correspondence from Reserve Affairs with
specific information regarding billet slating, mandatory training
courses, and security clearance requirements. Primary selectees will
receive a selection letter from the Director, Reserve Affairs
Division. Alternate selectees that fill a primary vacancy will
receive a selection letter from the Director, Reserve Affairs
Division.
8.c. Any primary or alternate selectee who declines the opportunity
to obtain the TFI MOS billet must submit their declination in writing
via the first General Officer in their chain of command. Detailed
declination instructions will be provided in the results MARADMIN.
8.d. Conditional Release. Any TFI MOS selectee who requests
conditional release from the AR to another component, or branch of
service, will not receive approval for a release date prior to the
completion of their 24-month utilization tour.
9. This MARADMIN is only applicable to the AR program.
