Transition from Artificial Intelligence to Super Intelligence Terminology
This MARADMIN directs all Marine Corps organizations to replace the term "Artificial Intelligence" (AI) with "Super Intelligence" (SI) in official documents and communications, following Executive Order 14434 signed on 29 September 2026. The terminology change applies to the entire Marine Corps Total Force and must be implemented in all new and revised official correspondence, public communications, websites, reports, policy documents, and training materials to the maximum extent permitted by law.
Issued: October 23, 2026
1. Purpose. This MARADMIN directs Marine Corps organizations to use "Super Intelligence" (SI) in place of "Artificial Intelligence" (AI), to the maximum extent permitted by law, in accordance with reference (a). 2. Background. On 29 September 2026, the President signed reference (a) to align federal terminology with the advancing capabilities and potential of these technologies. The order establishes the policy that the executive branch will use SI terminology and "will not acknowledge the usage of 'Artificial Intelligence' and 'AI' in any applicable setting," to the maximum extent permitted by law. 3. Definition and scope. 3.a. For purposes of this guidance, SI means the same technologies and systems covered by the statutory definition of AI in section 9401(3) of reference (c), except where otherwise provided by law. This definition remains in effect unless superseded by subsequent Presidential action consistent with applicable law or by an Act of Congress. 3.b. This includes generative systems and other applications of machine learning covered by that definition. Existing requirements for security, privacy, acquisition, and responsible use continue to apply. 4. Execution. 4.a. To the maximum extent permitted by law, commands and organizations will use "Super Intelligence" and "SI" in place of "Artificial Intelligence" and "AI" in official correspondence, public communications, websites, reports, policy documents, and other non-statutory documents. 4.b. Apply this terminology when issuing or revising these products, including briefing and training materials. Content owners will update current websites and reusable templates. 4.c. Commanders and directors will ensure military and civilian personnel responsible for preparing, reviewing, or publishing these products understand and apply this guidance. 5. Existing documents and references. 5.a. Reference (a) does not require alteration of previously issued regulations, Presidential actions, contracts, grants, or other historical documents. Preserve issued records in accordance with applicable records management requirements. 5.b. Preserve statutory wording, accurate direct quotations, and official source titles when citing or reproducing them. Use the current official names of organizations, programs, and products unless changed by the responsible authority. The reference titles in this message retain their published wording. 6. Responsibilities. 6.a. Consistent with reference (b), the Deputy Commandant for Information, Chief Data and Super Intelligence Office (CDSO) remains the Service lead for strategy, policy, governance, and oversight in this area, providing the guidance required to enable Marines to use SI securely and effectively. 6.b. Commands, mission owners, and system owners remain responsible for their capabilities and compliance with applicable requirements. Direct questions through existing command channels to the MARADMIN point of contact. 7. Applicability. This MARADMIN applies to the Marine Corps Total Force. Implementation involving contractor performance will be coordinated through the appropriate contracting authority and applicable contract requirements. 8. Release authorized by Lieutenant General J. A. Matos III, Headquarters Marine Corps, Deputy Commandant for Information.
