DoD Transgender Service Implementation Handbook

1.  Purpose.  To announce publication of the Department of Defense "Transgender Service in the U.S. Military An Implementation Handbook".
2.  Reference (a), effective 1 October 2016, authorizes those service members who identify as transgender to seek transition services.  The handbook is designed to assist transgender service members with their transition, advise commanders on their duties and responsibilities, and help all service members understand the new policies enabling the open service of transgender service members.  The handbook includes advice, questions and answers, and scenarios and is accessible at http:(slash)(slash)www.defense.gov/news/special-reports/0616_transgender-policy, under the "References" list.
3.  The Department of the Navy is scheduled to publish a Secretary of the Navy Instruction by 1 November 2016 to implement reference (a).  The Marine Corps will follow with publication of a Marine Corps Bulletin.
