Access Control in Support of the Expansion of Patronage for Certain Veterans and Certain Caregivers for Veterans

1.  On 1 January, 2020, REF A expands the use of commissary and MWR facilities to certain veterans to include Purple Heart recipients, the Medal of Honor awardees, former Prisoners of War, and veterans with a service-connected disability.  Our veterans will have the privileges to use our Commissaries, Marine Corps Exchanges, and Marine Corps Community Services (MCCS) facilities.<br>
2.  Situation.  As an extension of these privileges, veterans and in some cases, their caregivers are permitted access to Marine Corps bases, stations, facilities, and sites.  REF C provides guidance for access to DoD installations and shall serve as guidance until the publication of the Marine Corps Access Control policy (currently in staffing, expected release February 2020).<br>
2.a.  In accordance with REF C, all persons requesting entry to Marine Corps bases, stations, facilities and sites shall have a valid purpose to enter; present an approved, valid credential; and be subject to standards and methods to determine identity and fitness of the individual(s).<br>
2.b.  Fitness is defined as a determination based on historic and current information that an individual is likely not a risk to the safety, security, and efficiency of an installation or its occupants.  Purpose for access is defined by REF A and B.<br>
3.  Mission.  Marine Corps base, station, facility and site commanders shall apply requirements of REF C for access control to veterans and caregivers meeting requirements of REF A and B.  Per REF C, veterans and caregivers are required to provide an approved acceptable credential or combination of source identity documents to establish identity, be subject to a background screening for fitness, and have a purpose to enter the site.  Veterans and caregivers who visit for the first time are required to enroll in the Defense Biometrics Identification System (DBIDS) at the local visitor control center.<br>
3.a.  A Veteran's Health Identification Card (VHIC) is an acceptable credential to establish identity.  The VHIC may be enrolled in the Marine Corps electronic Physical Access Control System (ePACS) which is DBIDS.<br>
3.b.  Veterans not in possession of a VHIC may use a REAL ID compliant driver's license or identification card issued by a United States state or territory as proof of identity.<br>
3.c.  REAL ID compliant driver's license or identification card may be enrolled in DBIDS.<br>
3.d.  Veteran's caregivers are required to possess a Veteran's Administration (VA) letter that indicates their designation as a caregiver and may use a REAL ID compliant driver's license or identification card as proof of identity, in conjunction with the VA caregiver letter for approved access.  A caregiver REAL ID compliant driver's license or identification card may be enrolled in DBIDS.<br>
3.e.  Veterans not in possession of a VHIC are also authorized to present a VA Health Eligibility Center (HEC) Form H623A and a REAL ID compliant driver's license or identification card, which may be enrolled in DBIDS.<br>
3.f.  Marine Corps base, station, facility and sites with DBIDS shall not issue passes or local DBIDS credentials to veterans who possess a VHIC or veterans/caregivers who possess a REAL ID compliant driver's license or identification card.  At those base, station, facility and sites without an ePACS, a paper pass may be issued.<br>
3.g.  If the identification presented is not compatible with DBIDS, an access credential will be provided by Visitor Control Center personnel upon establishing fitness.<br>
3.h.  All veterans/veteran caregivers will be subject to a background screening, utilizing the National Crime Information Center (NCIC) at a minimum.<br>
4.  Execution.  Commanders will ensure the contents of this MARADMIN are executed on 1 January, 2020.<br>
5.  Administration and Logistics.<br>
5.a.  Commanders of Marine Corps bases, stations, facilities, and sites will ensure all applicable Provost Marshal Instructions are updated to reflect the requirements within this MARADMIN.<br>
5.b.  Access Control Forms.  The Secretary of the Navy (SECNAV) Form 5512/1, Titled Department of the Navy Local Population ID Card/Base Pass Regulation, shall be used to control perimeter physical access to all Marine Corps base, station, facility and sites.<br>
5.c.  Privacy Act Statement.  In accordance with REF D, Personally Identifiable Information (PII) collected, used, maintained or disseminated in the execution of access control shall be appropriately maintained and safeguarded to prevent unauthorized access, use, disclosure, or loss.  Any misuse or unauthorized disclosure of PII may result in civil and criminal penalties.  The Department of the Navy recognizes the privacy of an individual is a personal and fundamental right that shall be respected and protected.  The DON's need to collect, use, maintain, or disseminate PII for the purpose of discharging its statutory responsibilities shall be balanced against invasion of privacy.  All collection, use, maintenance, or dissemination of PII shall be in accordance with the Privacy Act of 1974 as amended and implemented per REF D through H.<br>
5.d.  Release of Access Control Records/Information.  Access control records and information shall only be released outside of the responsible organization in accordance REF E.<br>
5.e.  Records Management.  Marine Corps base, station, facility and site access control records will be maintained for a two-year period.  All records created as a result of this MARADMIN shall be managed according to dispositions approved by the National Archives and Records Administration per REF H to ensure proper maintenance, use, accessibility, and preservations, regardless of format or medium.<br>
6.  Command and Signal.  This MARADMIN applies to the Total Force.<br>
