Publication of Fiscal Years 2027 Through 2047 Tables of Organization and Equipment

This MARADMIN announces the publication of Fiscal Year 2027 through 2047 Tables of Organization and Equipment (T/O&E) and the Authorized Strength Report (ASR), which were updated in the Total Force Structure Management System on 20 August 2026. The message establishes Manning Precedence Levels (MPL) with corresponding manning percentages for different unit categories, lifts the TOECR moratorium, and sets a deadline of 30 October 2026 for TOECR submissions for the January 2027 ASR. It applies to the entire Marine Corps Total Force and cancels the previous MARADMIN 034/26.

1. Per ref (a), Total Force Structure Division (TFSD) has published
the Fiscal Year 2027 (FY27) through FY47 Tables of Organization and
Equipment (T/O&E) and the Authorized Strength Report (ASR). The Total
Force Structure Management System (TFSMS) was updated on 20 August
2026 and incorporates all approved changes to the Marine Corps and
Navy Manpower in Support of Marine Corps (NMISOMC) force structure
since the previously published T/O&E and ASR. This MARADMIN cancels
ref (b) and will remain in effect until the publication of the
January 2027 T/O&E and ASR.
2. Manning Precedence Level (MPL). The MPL categories represent the
Commandant of the Marine Corps' (CMC) manning priorities. The
corresponding percentages represent to the maximum effect possible,
the minimum manning threshold for all commands within the MPL
category at the Unit Identification Code (UIC) level.
2.a.  The MPL categories are: Patients, Prisoners, Trainees, and
Transients (P2T2); Excepted; First Island Chain (FIC); Infantry
Battalions (Inf Bn); Entry Level Training (ELT); Active Component in
support of Reserves (AC ISO); Operating Force; Priority; and Pro-
Share.
2.a.1. The following MPLs and manning percentages are in effect;
these are used for planning and programming. Read in three columns:

Note 1:  The AC ISO category was established to isolate Active
Component structure supporting the Reserves, which was previously
designated as Pro-Share and manned at 100%.
2.b. Manning Change Requests. Individual requests to alter manned or
unmanned billets on the ASR will not be considered; altering
individual billet(s) undermines the intent of the ASR model and
diminishes both optimality and fairness in force structure
management.
3. A Force Structure Review Group (FSRG) along with an in-stride
Doctrine, Organization, Training/Education, Materiel,
Leadership/Synchronization, Personnel, Facilities, and Cost
(DOTMLPF-C) Working Group (WG) assessment was conducted from 2
February 2026 to 1 June 2026. Manpower structure changes resulting
from the 2026 FSRG are included in the updated T/O&Es and this ASR;
equipment changes resulting from the FSRG will be published in TFSMS
IAW Chapter 7 of ref (a). Updated T/O&Es are viewable and may be
downloaded from the TFSMS website. A full list of major force

3.a. Published ASR Data. TFSD maintains tools and resources to assist
in reviewing and analyzing total force structure and manning data
updated with the ASR publication on the TFSD SharePoint website (link
in paragraph 6.a.).
3.b. Readiness Reporting. The Defense Readiness Reporting System
(DRRS) is updated with force structure requirements from the current
published FY T/O&E resident in TFSMS. Units should validate the force
structure requirements in their unit's readiness report using the
current published FY27 T/O&E per this MARADMIN.
4. Total Force Structure Initiative Assessments. The Fall 2026 DWG
received initiative submissions until 17 July 2026 and the fall cycle
began on 14 August 2026. For further assistance and information refer
to the points of contact in paragraph 6.g.
5. TOECR Policy. With the publication of the July 2026 ASR, DC CD&I
has lifted the TOECR moratorium. Manpower and equipment TOECRs may be
submitted in accordance with ref (a). The deadline for TOECR
submission to TFSD via TFSMS for consideration into the January 2027
ASR is 30 October 2026.
5.a. Units activated or reorganized based on Force Design decisions
shall not submit TOECRs until the action directed by MCBUL 5400 has
been reported complete.
5.b. TOECRs submitted on UICs lacking a current mission statement
(3-year renewal requirement, per ref (a)) will be returned without
action, unless a mission statement update TOECR is submitted
concurrently or was previously submitted and is in processing.
5.c. IAW ref (a), military manpower TOECRs will be programmed for the
out-years and must align with future assignment planning cycles.
TOECRs for the January 2027 ASR should be planned for execution no
earlier than FY30. Requests for execution before FY30 will be
returned without action.
5.d. Civilian Manpower TOECRs. Per ref (e), commands shall continue
to review their TOs for updating of the following data hygiene
requirements: Temp/Term billets, Contractor Requirements (in terms of
billets), Identification of Funded and Unfunded billets, DoW Function
and Criteria Codes.
5.d.1. In keeping with the intent of ref (e), commands shall take
deliberate, continued action to ensure their TOs reflect a complete
and accurate accounting for all active military, Reserve component,
and DoW civilian (both direct and indirect hire) billets, and for all
units in the programmed force
structure.
