This MARADMIN announces the FY26 Staff Noncommissioned Officer Degree Completion Program (SNCODCP) Selection Board 2, soliciting applications from qualified Staff NCOs to fill immediate billets requiring bachelor's degrees in Safety, Psychology, Accounting, and Education. Eligible Marines in grades E-6 through E-8 with associate degrees or two years toward a bachelor's degree must submit applications by 15 July 2026 for consideration.

1. The purpose of this MARADMIN is to announce the Fiscal Year 2026 (FY26) Staff Noncommissioned Officer Degree Completion Program (SNCODCP) Selection Board 2 and to solicit for immediate fill billet applications from qualified Staff Noncommissioned Officers. Reference (a) establishes the policy, selection process, eligibility requirements, and application procedures for the SNCODCP. 2. Based on future vacancies in billets that require a Baccalaureate Degree (BD), the FY26 SNCODCP selection board will accept applications for the following disciplines: 2.a. Safety (Environmental and Occupational Safety, Environmental Health Management, Occupational Safety, Waste Management, Hazardous Material, Waste Control) 2.b. Psychology 2.c. Accounting 2.d. Education 3. Eligible Marines accepted for the SNCODCP Selection Board 2 will be afforded the opportunity to complete their BD and be assigned a 36-month payback tour in their assigned Additional Military Occupational Specialty (AMOS). Eligibility requirements 4.a. Qualified Marines of any Primary Military Occupational Specialty (PMOS) are eligible to apply for the SNCODCP. 4.b. Must be in the grade of Staff Sergeant through Master Sergeant. 4.c. Must possess an associates degree or have at least two years advanced standing towards a BD by the accredited college/university. A BD must be obtained within 18 months on campus. 4.d. Have successfully completed all entrance examinations and been accepted by an accredited degree-granting college/university affiliated with the Navy Reserve Officer Training Corps (NROTC). Applications for online and distance education degree programs will not be accepted. 4.e. Applicants must meet time on station (TOS) requirements by date of assignment to the program. Exceptions will be considered on a case-by-case basis. 4.f. Eligible to gain sufficient obligated service; up to (78) months without a BD or (60) months if the Marine has a BD. This includes (18) months to obtain a BD (if needed), a (36) month utilization tour; and a (24) month PMOS payback tour. 4.g. Marines that already possess at least a BD are eligible to apply for the billets listed above. Applicants should submit packages in the same manner as degree completion applicants, demonstrating their proof of education. 4.h. Marines that have attended a formal military school in excess of 20 weeks or who are currently serving in a screenable billet outside of their PMOS will not be favorably considered until their previous obligation has been served. 4.i. Per reference (a), Marines must complete both the utilization and PMOS payback tours prior to requesting transfer to the Fleet Marine Corps Reserve. 5. Not eligible for consideration 5.a. Gunnery Sergeants who denote "F" in section 8c of their fitness reports. 5.b. First Sergeants, Master Gunnery Sergeants, and Sergeants Major are not eligible due to manpower shortfalls. 5.c. Active duty applicants that have failed selection for promotion to the next higher grade. 6. Submission guidelines 6.a. Applications must be submitted by 15 July 2026. The FY26 SNCODCP Selection Board 2 will occur on or about 25 July 2026. 6.b. Completed packages must be submitted electronically using The "SDA / Reenlistment / MISC" Reenlistment Extension Lateral Move (RELM) Request type in TFRS to CMC (MMEA-25) via the normal RELM routing chain. Unit Career Planners have access to TFRS. The enclosures to the RELM will contain the following: 6.b.1. SNCODCP application, example in reference (a), enclosure (2) 6.b.2. All standard reenlistment requirements per reference (e) 7. CMC (MMEA) will screen all applications for TOS requirements, career progression, promotion, and service limits. 9. Results of the FY26 SNCODCP Selection Board 2 will be released via MARADMIN in August 2026. Marines will receive their approved RELM via the Unit Career Planner with required obligated service. Approved RELMs must be acknowledged and executed within 15 calendar days. Orders will be issued in accordance with references (a) and (d). 10.
